  1                                   A JOINT MEMORIAL
  2    TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND HOUSE OF REPRESENTATIVES
  3        OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELE-
  4        GATION REPRESENTING THE STATE OF IDAHO  IN  THE  CONGRESS  OF  THE  UNITED
  5        STATES.
                                                                        
  6        We,  your Memorialists, the House of Representatives and the Senate of the
  7    State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho
  8    Legislature, do hereby respectfully represent that:
                                                                        
  9        WHEREAS, the Clearwater Basin Elk Habitat Initiative (CEI) is a  coalition
 10    of  partners working toward habitat and wildlife population restoration in the
 11    six million acre Clearwater Basin in the state of Idaho; and
 12        WHEREAS, the following commissions, state and federal agencies,  organiza-
 13    tions,  commercial  enterprises,  industry union locals, industry associations
 14    and individual citizens, as well as others have committed  to  their  involve-
 15    ment:  sportsmen, Idaho Fish and Game Commission, Idaho Department of Fish and
 16    Game, United States Forest Service, University of Idaho,  Rocky  Mountain  Elk
 17    Foundation,  United  States  Army  Corps  of  Engineers, Potlatch Corporation,
 18    Intermountain Forest Association, United States  Bureau  of  Land  Management,
 19    Citizens' Clearwater Elk Recovery Team, Idaho Department of Lands, Safari Club
 20    International, Treasure Valley Chapter, Outfitters; and
 21        WHEREAS,  the  following  are  areas  in which those who have committed to
 22    their involvement and others can render assistance:
 23        (1)  Sanction resource managers to make timely, effective  and  collabora-
 24             tive  project  decisions  that  integrate fire use and protection and
 25             wildlife and vegetative management  to  restore  natural  disturbance
 26             patterns  for  ecosystem  restoration.  Work  with agency managers to
 27             implement the more than fifty National Fire Plan projects  and  Stew-
 28             ardship projects supported by CEI.
 29        (2)  Continue  to support, expand and fund wildland fire use in the Basin.
 30             Recognize the Clearwater Basin has one of the largest  wildland  fire
 31             use programs in the nation.
 32        (3)  Support and fund development of the Management Effectiveness Model as
 33             a management and accountability tool.
 34        (4)  Support  and  fund  Department of Fish and Game, Department of Lands,
 35             Department of Correction and county efforts to gather timely and ade-
 36             quate elk population information, implementation  prescribed  burning
 37             and use correction crews for vegetation work; and
 38        WHEREAS,  the following states the Clearwater Basin Elk Habitat Initiative
 39    key philosophies:
 40        (1)  Collaboration is necessary in wildlife and wildland management.
 41        (2)  Safe fire and active management are positive  forces  in  maintaining
 42             healthy habitats.
 43        (3)  Fire protection is necessary near communities.
 44        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session

  1    of  the  Fifty-sixth  Idaho  Legislature, the House of Representatives and the
  2    Senate concurring therein, that we find the following actions are deemed  nec-
  3    essary for success:
  4        (1)  Scientific understanding of how fire and vegetative management can be
  5             safe, effective tools benefiting Clearwater Basin species: elk, lynx,
  6             neotropical migrant birds and others.
  7        (2)  Implement wildland fire use inside and outside of wilderness areas.
  8        (3)  Implement the National Fire Plan including over fifty federally iden-
  9             tified   Clearwater  Basin  projects;  increase  local  on-the-ground
 10             multiresource management actions through collaboration; and  continue
 11             state and private project implementation.
 12        (4)  Jointly develop and fund the Management Effectiveness Model to assess
 13             management effectiveness and provide accountability.
 14        (5)  Inform  the  public  and agency personnel of the benefits of fire and
 15             vegetative management to restore and maintain  wildlife  benefits  in
 16             Idaho's ecosystem.
 17        (6)  Improve  federal land management processes and increase local collab-
 18             oration to allow project completion in months rather than years.
 19        (7)  Accountability is imperative in all aspects from all parties, includ-
 20             ing those who choose not to participate or choose to participate late
 21             in the progress.
 22        (8)  Link habitat and population management through a coalition  of  part-
 23             ners.
 24        BE  IT  FURTHER  RESOLVED that the Chief Clerk of the House of Representa-
 25    tives be, and she is hereby authorized and directed to forward a copy of  this
 26    Memorial to the President of the United States, to the President of the Senate
 27    and  the Speaker of the House of Representatives of Congress, and the congres-
 28    sional delegation representing the State of  Idaho  in  the  Congress  of  the
 29    United States.

                       STATEMENT OF PURPOSE

                            RS 11104
                                
This Memorial to the President and Congress of the United States,
respectfully urges certain actions relative to the Clearwater Basin Elk
Habitat Initiative, which is working toward habitat and wildlife
population restoration in the six million acre Clearwater Basin in
Idaho.

None to the state of Idaho.
