  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE STATE BOARD OF EDUCATION FOR SPECIAL PROGRAMS  FOR
  3        FISCAL YEAR 2002; AND EXPRESSING LEGISLATIVE INTENT REGARDING THE STUDENTS
  4        WHO ARE ELIGIBLE TO RECEIVE THESE FUNDS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  There  is hereby appropriated to the State Board of Education
  7    for Special Programs the following amount, to be expended for  the  designated
  8    program according to the designated expense class from the listed fund for the
  9    period July 1, 2001, through June 30, 2002:
 10    I. SCHOLARSHIPS AND GRANTS:
 11    FOR:

 15        SECTION  2.  It  is  the intent of the Legislature that this appropriation
 16    may only be used for qualifying category B students entering an eligible post-
 17    secondary institution for the first time as freshmen for  the  2001-2002  aca-
 18    demic  year or later after completion of high school or its equivalent, pursu-
 19    ant to Sections 33-4303 through 33-4313, Idaho Code (Idaho Promise Scholarship
 20    Program).

This FY 2002 appropriation for Special Programs under the State Board of Education provides inaugural funding for Idaho Promise Scholarship Program Category B awards.

Fiscal Note

This bill appropriates $3,000,000 in ongoing General Fund money for FY 2002.

The Idaho Promise Scholarship Program is one of the seven separate scholarships and grants funded within the Special Programs appropriation under the State Board of Education.

SB 1485, which was passed by the 2000 Legislature, renamed the State of Idaho Scholarship Program to the Idaho Promise Scholarship Program effective January 1, 2001. The original State of Idaho scholarships were retitled “Category A” Idaho Promise scholarships and a new “Category B” Idaho Promise scholarship was created but not funded. The criteria and funding for Category A scholarships did not change. This appropriation would fund the new Category B scholarships at the maximum award of $250 per semester for a total of four semesters for students graduating from an accredited Idaho high school with a grade point average of at least 3.0 or an ACT score of 20. These Category B Idaho Promise scholarships would be good at any accredited public or private college or university in the state. The law also allows for the higher education institutions to match the state award.

This appropriation is designed to provide funding for only those students who will meet the Category B eligibility requirements of the Idaho Promise Scholarship Program and enter the State’s higher education system as freshmen for the 2001/2002 academic year.
