  1                                        AN ACT
  2    RELATING TO REDUCING BONDED INDEBTEDNESS OF  SCHOOL  DISTRICTS;  APPROPRIATING
  3        MONEYS  FROM  THE  GENERAL FUND, TO PROVIDE A FORMULA FOR DISTRIBUTION, TO
  4        PROVIDE PURPOSES FOR WHICH THE MONEYS MAY BE USED AND TO PROVIDE FOR  CAR-
  5        RYOVER AUTHORITY BY SCHOOL DISTRICTS; AND DECLARING AN EMERGENCY.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  (1) There is hereby appropriated $60,000,000 from the General
  8    Fund to be expended for the purposes specified  in  this  section.  The  money
  9    shall  be paid on warrants issued by the State Controller in amounts certified
 10    by the Superintendent of Public Instruction. The distribution to  each  school
 11    district  shall  be  made  in  the same ratio as the total students in average
 12    daily attendance within the school district bore  to  the  total  students  in
 13    average daily attendance in the state for the 1999-2000 school year.
 14        (2)  Money  received  by  a  school district pursuant to this distribution
 15    shall be applied first to the reduction of any bonded indebtedness then exist-
 16    ing in the district. If the school district has no outstanding bonded  indebt-
 17    edness,  the  money may be used for any purpose authorized in section 33-1102,
 18    Idaho Code. A school district may accumulate the revenue received pursuant  to
 19    this  appropriation  in  an account established for that purpose to be used by
 20    the district to accomplish any purpose specified in this section.
                                                                        
 21        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
 22    declared to exist, this act shall be in full force and effect on and after its
 23    passage and approval.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                            RS 10845

The purpose of this legislation is to assist school districts with 
their bonded indebtedness.  This proposal willhelp address school
safety, new construction and property tax relief.


                          FISCAL IMPACT
The cost would be $60 million from the general fund.
