  1                               A CONCURRENT RESOLUTION
  2    PROVIDING A STATEMENT OF LEGISLATIVE FINDINGS AND DECLARING JUNE 16, 2001, AND
  3        THE THIRD SATURDAY IN JUNE THEREAFTER AS "JUNETEENTH NATIONAL FREEDOM DAY"
  4        AND TO CONDUCT APPROPRIATE CEREMONIES AND PRESENTATIONS DURING THAT DAY TO
  5        HONOR IDAHOANS OF AFRICAN DESCENT.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS, more than 130 years old, Juneteenth National Freedom Day  is  the
  8    oldest  African-American  holiday  observance in the United States and is also
  9    known as Emancipation Day, the Emancipation Celebration, Freedom Day,  Jun-Jun
 10    and Juneteenth; and
 11        WHEREAS,  Juneteenth National Freedom Day commemorates the strong survival
 12    instinct of African-Americans who were first brought to this country in  slave
 13    ships  on  a  month-long journey across the Atlantic Ocean known as the Middle
 14    Passage; and
 15        WHEREAS, approximately eleven and one-half million African-Americans  sur-
 16    vived  the  voyage,  and the number that died along the way is likely greater,
 17    only to be forced to submit to slavery for many years  after  arrival  in  the
 18    United States; and
 19        WHEREAS, events in the history of the United States which led to the Civil
 20    War  centered  around  sectional  differences between the North and South that
 21    were based on economic and social divergence caused by the existence of  slav-
 22    ery; and
 23        WHEREAS,  in 1862, the first clear signs that the end of slavery was immi-
 24    nent came when  laws  abolishing  slavery  in  the  territories  of  Oklahoma,
 25    Nebraska,  Colorado  and  New Mexico were passed and in September of that same
 26    year, President Lincoln warned the eleven rebellious Confederate  States  that
 27    if they did not return to the Union by January 1, 1863, he would declare their
 28    slaves forever free via the Emancipation Proclamation; and
 29        WHEREAS,  Congress  passed the Thirteenth Amendment to the Constitution of
 30    the United States on January  31,  1865,  abolishing  slavery  throughout  the
 31    United  States  and its territories and news of this action reached the states
 32    and territories at different times and it was not until June  19,  1865,  that
 33    the  message  of  freedom  reached  the  slaves in Texas, Oklahoma, Louisiana,
 34    Arkansas and California; and
 35        WHEREAS, spontaneous  celebration  erupted  throughout  the  country  when
 36    African-Americans  learned of their freedom on Juneteenth National Freedom Day
 37    and celebrated the abolishment of slavery with excitement and great joy. It is
 38    a reminder to all Americans of the  status  and  importance  of  Americans  of
 39    African descent as American citizens.
 40        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 41    of  the Fifty-sixth Idaho Legislature, the Senate and the House of Representa-
 42    tives concurring therein, that June 16, 2001, and the third Saturday  of  June
 43    of  every  year  thereafter be designated as "Juneteenth National Freedom Day"
 44    and that appropriate ceremonies and presentations be conducted during that day

This resolution declares June 16, 2001 and the third Saturday of
June every year thereafter as "Juneteenth National Freedom Day"
in celebration commemorating the strong survival instinct of
African Americans who were first brought to this country in slave
ships.
