  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO DEVELOP PROPOSALS FOR  IMPROVING  SCHOOL  READINESS
  4        AND PRELITERACY SKILLS OF IDAHO'S YOUNG CHILDREN.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, providing a high quality education for Idaho's children is one of
  7    our highest priorities; and
  8        WHEREAS,  the Idaho Legislature has demonstrated its commitment to improv-
  9    ing the quality of public education  through  adoption  of  such  policies  as
 10    charter schools, achievement standards, technical training and mentor programs
 11    for teachers, and the Idaho Reading Initiative; and
 12        WHEREAS,  the  goal  of the Idaho Reading Initiative is to ensure that all
 13    capable children learn to read at grade level no later than the end  of  third
 14    grade; and
 15        WHEREAS,  the  results of the reading indicator, a screening tool required
 16    by the Idaho Reading Initiative, for kindergartners given in the fall of  2001
 17    show  that  only 39% of children began school with expected preliteracy skills
 18    and 21% scored in the lowest category for preliteracy skills; and
 19        WHEREAS, a legislative task force found extensive research which  verifies
 20    that  school  readiness  and  preliteracy skills are gained by rearing a child
 21    from birth in a nurturing and literacy-enriched environment, and that  at-risk
 22    children  benefit from parent education, properly trained caregivers and qual-
 23    ity preschools; and
 24        WHEREAS, many needy children in Idaho are not served by existing  programs
 25    and  the  state could offer incentives to improve the quality of child care in
 26    the private sector and create  opportunities  for  schools  to  expand  public
 27    preschools and kindergarten-readiness programs; and
 28        WHEREAS,  the  legislative task force wishes to continue its work in order
 29    to develop comprehensive recommendations which are cost-effective, accountable
 30    and voluntary so that Idaho's children can reach their full potential.
 31        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 32    of the Fifty-sixth Idaho Legislature, the Senate and the House of  Representa-
 33    tives  concurring therein, that an interim committee be established to develop
 34    proposals for improving the school readiness and preliteracy skills of Idaho's
 35    young children. The Legislative Council shall determine the number of legisla-
 36    tors and  membership from each house appointed  to  the  committee  and  shall
 37    authorize  the  committee  to receive input, advice and assistance from inter-
 38    ested and affected parties who are not members of the Legislature.
 39        BE IT FURTHER RESOLVED that nonlegislative advisors of the  committee  may
 40    be  appointed by the cochairs of the committee who are appointed by the Legis-
 41    lative Council. Nonlegislative advisors shall not be reimbursed from  legisla-
 42    tive  funds  for per diem, mileage or other expenses and shall not have voting
 43    privileges, regarding the committee's recommendations or proposed legislation.
 44        BE IT FURTHER RESOLVED that the committee shall report its findings,  rec-

  1    ommendations  and  proposed  legislation, to the Second Regular Session of the
  2    Fifty-sixth Idaho Legislature.

                      STATEMENT OF PURPOSE

The members of the legislative task force on early
childhood education and school readiness would like to continue
its work as an interim committee to prepare legislation to
improve preparation of the state s young children for school and
learning to read.

                                 
                          FISCAL IMPACT
                                
                                
                                
Besides legislative pay and per diem and the usual staff
expenses, the committee may need $2,000 to $3,000 to bring in
experts.
