|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 112 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE DEPARTMENT OF ADMINIS- 3 TRATION TO ENTER INTO AGREEMENTS WITH THE IDAHO STATE BUILDING AUTHORITY 4 TO FINANCE THE CONSTRUCTION OF A NEW OFFICE BUILDING AT 514 W. JEFFERSON, 5 BOISE, IDAHO, INCLUDING DEMOLITION OF THE EXISTING ADA COUNTY COURTHOUSE 6 BUILDING, AND THE CONSTRUCTION OF A PARKING STRUCTURE IN THE CAPITOL MALL, 7 EXPRESSING LEGISLATIVE INTENT, AND CONSTITUTING AUTHORIZATION REQUIRED BY 8 THE PROVISIONS OF SECTION 67-6410, IDAHO CODE. 9 Be It Resolved by the Legislature of the State of Idaho: 10 WHEREAS, the state of Idaho acquired the real property and improvements 11 (the Ada County Courthouse building) located at 514 W. Jefferson, Boise, 12 Idaho; 13 WHEREAS, the state of Idaho currently leases the building to Ada County, 14 which is scheduled to move out of the building in approximately January, 2002; 15 WHEREAS, a recently completed Capitol Mall Master Plan shows that existing 16 office space is being fully utilized and in order to accommodate current and 17 future space needs, an additional facility would be needed and that the prop- 18 erty at 514 W. Jefferson can be utilized to address such space needs; 19 WHEREAS, the courthouse building is in need of major infrastructure repair 20 and replacement and other remodel and repair to be usable by the state and 21 such repair and remodel would require so significant a financial investment 22 that it would not be a cost-effective use of money; 23 WHEREAS, a new office building at 514 W. Jefferson would be utilized to 24 address the space needs of the Legislature, state agencies and the judiciary, 25 and would also provide hearing rooms for use by the Legislature and accommo- 26 date participation by Idaho's citizens; 27 WHEREAS, parking availability in the capitol mall area is currently insuf- 28 ficient, as documented in the Capitol Mall Master Plan; 29 WHEREAS, the Department of Administration is charged with the management 30 of multiagency office space constructed through the Idaho State Building 31 Authority and is directed to operate any property acquired for the capitol 32 mall. 33 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 34 of the Fifty-sixth Idaho Legislature, the Senate and House of Representatives 35 concurring therein, that the Legislature hereby authorizes and provides 36 approval for the Department of Administration to enter into an agreement or 37 agreements with the Idaho State Building Authority, under such terms and con- 38 ditions as may be reasonable and necessary, to provide for the construction of 39 a new office building at 514 W. Jefferson, including demolition of the exist- 40 ing courthouse building, and the construction of a parking structure in the 41 capitol mall area. 42 BE IT FURTHER RESOLVED that it is legislative intent in providing this 43 authorization and approval that the Legislature shall determine the use and 44 allocation of space on the first and second floors of the new office building 2 1 at 514 W. Jefferson, and that the design and configuration of such interior 2 space on the first and second floors shall be developed in cooperation with, 3 and subject to the approval of the President Pro Tempore of the Senate and the 4 Speaker of the House of Representatives or their designee(s). 5 BE IT FURTHER RESOLVED that this resolution constitutes authorization 6 required by the provisions of Section 67-6410, Idaho Code.
STATEMENT OF PURPOSE RS 11088 This concurrent resolution provides authorization to the Depart- ment of Administration to enter into agreements, as may be neces- sary, with the Idaho State Building Authority to finance the con- struction of a new office building at 514 W. Jefferson, Boise, Idaho, (the site of the Ada County Courthouse, including the demolition of the existing courthouse building and the construc- tion of a parking structure on Washington Street in Boise, Idaho. The new building would be used to house agencies of state govern- ment and to provide needed public hearing rooms for use by the Legislature and other state uses. The parking structure would be needed to address current and increased parking needs. FISCAL IMPACT This concurrent resolution would create no additional fiscal im- pact on the State. Two existing bond issues for which the state is currently appropriating permanent building fund monies will expire in the next two years. The appropriations made to fund those two payments would simply be continued for the new building facility and parking structure authorized in this resolution. The construction would be financed through bonds issued by the Idaho State Building Authority. Bond payments would be made from moneys collected by the Department of Administration in rent on state owned facilities and from the Permanent Building Fund Current lease payments now being appropriated to make payments on a previous bond financing by the Authority are for the state of- fice buildings in Idaho Falls, Lewiston and Boise in the approxi- mate amount of $1,250,000 which will not be required after FY 2001 (the bonds will be paid of f in September of 2001) and for the Deaf and Blind School in the approximate amount of $1,100,000 which will not be required after FY 2002 (the bonds will be required off in September of 2002). As a result, no new funds would be required; bond payments would be made over the life of the bonds from the same funding sources. Estimated costs for the projects are: approximately $18.2 million for the new office building and $5.4 million for the parking structure. The first annual lease payment for each facility would commence in the fiscal year that construction is completed. It is contemplated that the earliest that construction of each facility could be completed is August of 2003.
