|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 116 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE DEPARTMENT OF PARKS 3 AND RECREATION TO ENTER INTO AGREEMENTS WITH THE IDAHO STATE BUILDING 4 AUTHORITY TO FINANCE AND ACQUIRE PROPERTY FOR A STATE PARK IN AND AROUND 5 BILLINGSLEY CREEK NEAR HAGERMAN, IDAHO. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, the Idaho Department of Parks and Recreation has recently been 8 introduced to properties in the Hagerman Valley which have good potential for 9 becoming a significant recreational state park; and 10 WHEREAS, preserving and protecting these properties along Billingsley 11 Creek represents an unprecedented opportunity to preserve and protect a major 12 scenic, recreational and scientific corridor in the state which is in danger 13 of becoming lost to public access through private development; and 14 WHEREAS, protection of this area will contribute immediately to the qual- 15 ity of water in Billingsley Creek and the Middle Snake River as a whole; and 16 WHEREAS, acquisition of these properties will ensure access to unique rec- 17 reational opportunities in this area including access to two miles of a blue 18 ribbon trophy trout fishing opportunity for Idaho anglers; and 19 WHEREAS, acquisition of these properties will also provide ownership of an 20 existing fish hatchery and present the opportunity to partner with the exist- 21 ing fish hatchery and with the University of Idaho in developing a key aqua- 22 culture and research facility for endangered species; 23 WHEREAS, acquisition of these facilities will facilitate unique opportuni- 24 ties for conjunctive use research in cooperation with the Idaho Water 25 Resources Institute; and 26 WHEREAS, acquisition of these properties will also ensure the protection 27 of the historic Vardis Fisher property with ownership of Fisher Lake, 60 cfs 28 of spring water and adjacent properties where the internationally renowned 29 Idaho author lived and worked. 30 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 31 of the Fifty-sixth Idaho Legislature, the Senate and the House of Representa- 32 tives concurring therein, that the Legislature hereby authorizes and provides 33 approval for the Department of Parks and Recreation to enter into an agreement 34 or agreements with the Idaho State Building Authority, under such terms and 35 conditions as may be reasonable and necessary to provide financing for the 36 acquisition of such property and to make such property available for use by 37 the Department of Parks and Recreation; or the Department of Parks and Recre- 38 ation is authorized to acquire such property within the limits of moneys 39 appropriated to it for such purpose. 40 BE IT FURTHER RESOLVED that this Resolution constitutes authorization 41 required by the provisions of Section 67-6410, Idaho Code.
STATEMENT OF PURPOSE RS11274C1 This concurrent resolution would authorize the Department of Parks and Recreation to enter into negotiations with the State Building Authority to finance the acquisition and development of key parcels of property along Billingsiey Creek in the Hagerman Valley. The Billingsley Creek corridor has the immediate potential for becoming a significant recreational, scientific and historical asset to the state of Idaho. The two properties to be acquired include a 102 acre parcel which include the Vardis Fisher property, with a beautiful spring fed lake where the internationally acclaimed author lived and worked, and an existing fish hatchery facility with the potential to be a major research facility for endangered species and other key fisheries and water quality research. Springs originating on this property can contribute significant research opportunities in aquifer quality, spring flows, recharge and conjunctive management. The other parcel includes a small hatchery, equestrian center and 180 acres of farmland adjacent to the Billingsley Creek Wildlife Management Area, and would provide a significant expansion of recreational opportunities adjacent to the WMA. FISCAL NOTE There would be no fiscal impact for FY 2002. The first lease payment would be due on July 1, 2002 (FY 2003). The Parks and Recreation Department would have the flexibility of two years to develop a funding package to make the bond payments. This could include federal grants, private donations, revenues from operating the hatcheries, and/or a General Fund appropriation. Based on preliminary estimates for the total cost of the acquisition at $6.4 million, a typical 20-year bond payment would be approximately $530,000.
