|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature First Regular Session - 2001IN THE SENATE SENATE JOINT MEMORIAL NO. 105 BY RESOURCES AND ENVIRONMENT COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, THE CHIEF OF THE UNITED STATES FOREST 3 SERVICE, THE SECRETARY OF THE INTERIOR, THE DIRECTOR OF THE BUREAU OF LAND 4 MANAGEMENT, THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES 5 IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING 6 THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES. 7 We, your Memorialists, the Senate and the House of Representatives of the 8 State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho 9 Legislature, do hereby respectfully represent that: 10 WHEREAS, in 1996 the Idaho State Board of Land Commissioners (Land Board) 11 appointed the original Federal Lands Task Force which was charged with examin- 12 ing federal land management issues in Idaho and analyzing alternative manage- 13 ment ideas on federal lands within the state of Idaho; and 14 WHEREAS, in July 1998, the task force recommended development of pilot 15 projects to test different types of management approaches; and 16 WHEREAS, the Land Board appointed a working group made up of a wide vari- 17 ety of viewpoints, experience and geographical balance, along with a coordina- 18 tor to further develop the ideas for alternative management scenarios recom- 19 mended by the Federal Lands Task Force in their report; and 20 WHEREAS, the working group developed a core set of principles which 21 included local involvement and extensive public comment, a balanced, workable, 22 ecosystem-based approach to environmental management that follows environmen- 23 tal law, creating a genuine partnership with the United States Forest Service 24 and that the working group would not espouse state, local or private ownership 25 of federal lands; and 26 WHEREAS, the working group recommended to the Idaho Land Board five proj- 27 ects encompassing just under 11 million acres of federal land in Idaho, most 28 of which is managed by the United States Forest Service; and 29 WHEREAS, all the pilot projects conform to environmental statutes while 30 offering a new approach to environmental management of federal lands that will 31 improve forest and rangeland health, improve habitat for fish and wildlife, 32 restore ecosystem health, provide stability for rural communities and 33 increased revenues for Idaho's school children and natural resource dependent 34 counties; and 35 WHEREAS, the Idaho Land Board has opened a public comment period through 36 February 1, 2001. 37 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 38 of the Fifty-sixth Idaho Legislature, the Senate and the House of Representa- 39 tives concurring therein, that we respectfully request that the United States 40 Congress enact legislation enacting pilot projects such as those recommended 41 in the report submitted to the Idaho Board of Land Commissioners entitled, 42 "Breaking the Gridlock: Federal Lands Pilot Projects in Idaho." 43 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 44 hereby authorized and directed to forward a copy of this Memorial to the Pres- 2 1 ident of the United States, the Chief of the United States Forest Service, the 2 Secretary of the Interior, the Director of the Bureau of Land Management, the 3 President of the Senate and the Speaker of the House of Representatives of 4 Congress, and the congressional delegation representing the State of Idaho in 5 the Congress of the United States.
