Statement of Purpose / Fiscal Impact

                           STATEMENT OF PURPOSE

                                RS 11484

The Division of Building Safety, Electrical Bureau, renews licenses
for master, journeyman and specialty electricians on an annual basis.
(July of each year). The Electrical Bureau proposes to increase the
duration of licenses to three years rather than each year, and stagger
the renewals based on the original issue date. This would be more
convenient for the licensee. By staggering the license renewals
every three years, the bureau could provide a timelier processing of
the renewals and a more even distribution of workload and service.

                               FISCAL IMPACT
The Electrical Bureau operates from dedicated funds. The funds are
generated from electrical licenses and electrical safety inspections
(permits). The three- year licensing fee will be based on the present
yearly fees so there is no increase in fees. License renewal fees for
more than one fiscal year would be received initially. After the
implementation period, 1/3 of the three-year license fees would be
received annually. The Electrical Bureau proposes to implement this
renewal process over a three-year period.
