|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 460 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 REDUCING THE APPROPRIATION TO THE DEPARTMENT OF LABOR FOR FISCAL YEAR 2002; 3 REDUCING THE FULL-TIME EQUIVALENT POSITIONS FOR THE DEPARTMENT OF LABOR 4 FOR FISCAL YEAR 2002; APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF 5 COMMERCE FOR FISCAL YEAR 2002; AUTHORIZING AN ADDITIONAL FULL-TIME EQUIVA- 6 LENT POSITION FOR THE DEPARTMENT OF COMMERCE FOR FISCAL YEAR 2002; AND 7 DECLARING AN EMERGENCY. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. Notwithstanding any other provision of law to the contrary, 10 the appropriation of moneys made to the Department of Labor in Section 1, 11 Chapter 244, Laws of 2001, is hereby reduced by the following amounts from the 12 designated program according to the designated expense classes from the listed 13 funds for the period July 1, 2001, through June 30, 2002: 14 FOR FOR 15 PERSONNEL OPERATING 16 COSTS EXPENDITURES TOTAL 17 RURAL PARTNERSHIP: 18 FROM: 19 Federal Grant Fund $90,900 $50,200 $141,100 20 Miscellaneous Revenue Fund 24,300 24,300 21 Unemployment Penalty and 22 Interest Fund 20,000 20,000 23 TOTAL $90,900 $94,500 $185,400 24 SECTION 2. Notwithstanding any other provision of law to the contrary, 25 the full-time equivalent positions authorized for the Department of Labor in 26 Section 2, Chapter 244, Laws of 2001, are hereby reduced by one (1) full-time 27 equivalent position for the period July 1, 2001, through June 30, 2002. 28 SECTION 3. In addition to the appropriation made in Section 1, Chapter 29 349, Laws of 2001, there is hereby appropriated to the Department of Commerce 30 the following amounts, to be expended for the designated program according to 31 the designated expense classes from the listed funds for the period July 1, 32 2001, through June 30, 2002: 33 FOR FOR 34 PERSONNEL OPERATING 35 COSTS EXPENDITURES TOTAL 36 RURAL PARTNERSHIP: 37 FROM: 38 Federal Grant Fund $90,900 $50,200 $141,100 39 Miscellaneous Revenue Fund 24,300 24,300 40 TOTAL $90,900 $74,500 $165,400 41 SECTION 4. An emergency existing therefor, which emergency is hereby 5 declared to exist, this act shall be in full force and effect on and after its 6 passage and approval.

This supplemental appropriation would transfer the Idaho Rural Partnership, including one full-time equivalent position, from the Department of Labor to the Department of Commerce. This bill removes $185,400 in dedicated and federal funds from the Department of Labor and provides $165,400 in dedicated and federal funds for the Department of Commerce. The $20,000 difference in the transfer amounts is a result of dedicated funds that the Department of Labor provided to the Idaho Rural Partnership which the Department of Commerce will no longer continue.
