|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 687 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO ALTERNATIVE SECONDARY SUMMER SCHOOL PROGRAMS; AMENDING SECTION 3 33-1002C, IDAHO CODE, TO CLARIFY THE CALCULATION OF EDUCATIONAL SUPPORT 4 UNITS FOR ALTERNATIVE SECONDARY SUMMER SCHOOL PROGRAMS. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 33-1002C, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 33-1002C. SUMMER SCHOOL PROGRAM SUPPORT UNITS -- ALTERNATIVE SECONDARY 9 SCHOOL -- JUVENILE DETENTION FACILITY. (1) Alternative secondary summer 10 schoolsprograms of not less than two hundred twenty-five (225) hours of 11 instruction, which shall be included in the educational support units calcu- 12 lated as provided in section 33-1002, Idaho Code, may be established as 13 approved by the state board of education.may establish a summer school pro-14gram of not less than two hundred twenty-five (225) hours of instruction which15shall be included in the educational support units calculated as provided in16section 33-1002, Idaho Code.The average daily attendance divided by forty 17 (40) shall determine the number of allowable support units which shall be 18 included in the alternative school secondary support units calculated for the 19 school district for the succeeding school term. 20 (2) Districts which educate pupils placed by court order in a juvenile 21 detention facility may establish a summer school program which shall be 22 included in the educational support units calculated as provided in section 23 33-1002, Idaho Code. The average daily attendance divided by forty (40) shall 24 determine the number of allowable support units which shall be included in the 25 exceptional education school support units calculated for the school district 26 for the succeeding school term.
STATEMENT OF PURPOSE RS 12151 This legislation provides the opportunity for a school district to establish and be funded for the operation of an alternative secondary summer school program, regardless of the district offering an alternative program during the traditional nine-month school year. FISCAL IMPACT Since the current statute does not provide funding for a "stand alone" alternative secondary summer program, it is difficult to determine how many such schools might be established. The fiscal impact to the state's general fund would be zero; however, the generation of additional support units will impact the distribution of funds to the local school districts through the formula based on the public school appropriation.
