2 APPROPRIATING MONEYS TO THE DEPARTMENT OF AGRICULTURE FOR FISCAL YEAR 2003;
3 AND LIMITING THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. There is hereby appropriated to the Department of Agriculture
6 the following amounts to be expended for the designated programs according to
7 the designated expense classes from the listed funds for the period July 1,

45 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Department
46 of Agriculture is authorized no more than one hundred eighty-four and fifty-
47 six hundredths (184.56) full-time equivalent positions at any point during the
48 period July 1, 2002, through June 30, 2003, for the programs specified in Sec-
49 tion 1 of this act, unless specifically authorized by the Governor. The Joint
50 Finance-Appropriations Committee will be notified promptly of any increased
51 positions so authorized.

This budget includes a base reduction of 2.5 positions and $488,800 in General Funds; the transfer in of 2 positions from Health and Welfare for building maintenance; the addition of 3.75 limited-service positions for the federal specialty crop program; one position and $46,900 in dedicated fees for a seed analyst; $1.4 million in one-time federal spending authority for noxious weed grants, and $15,000 to replace funding that would have been lost for a public information officer.
The overall budget is a decrease of 12% in General Funds and 1.4% in all funds from the current-year original appropriation.
