  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE SOIL CONSERVATION COMMISSION FOR FISCAL YEAR 2003;
  3        AND LIMITING THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION 1.  There is hereby appropriated to the Soil Conservation  Commis-
  6    sion  in  the Department of Agriculture, the following amounts, to be expended
  7    according to the designated expense classes from  the  listed  funds  for  the
  8    period July 1, 2002, through June 30, 2003:

 24        SECTION  2.  In accordance with Section 67-3519, Idaho Code, the Soil Con-
 25    servation Commission is authorized no more than  twenty-three  (23)  full-time
 26    equivalent positions at any point during the period July 1, 2002, through June
 27    30,  2003, for the program specified in Section 1 of this act, unless specifi-
 28    cally authorized by the Governor. The Joint  Finance-Appropriations  Committee
 29    will be notified promptly of any increased positions so authorized.

The budget includes a base reduction of $350,300. The commission will eliminate one soil scientist position and the conservation district program manager. The remainder of the base reduction comes from the water quality program for agriculture, conservation grazing lands initiative grants, support to soil conservation districts, and reduced support for the Department’s Public Information Officer. The budget includes ongoing federal funding of $90,000 to provide technical assistance to private landowners in the upper salmon river watershed. The budget is a 9.1% decrease in General Funds and a 6.6% decrease in all funds from the current year’s original appropriation.
