  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN  THE  DEPART-
  3        MENT  OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2003; LIMITING THE NUMBER
  4        OF FULL-TIME EQUIVALENT POSITIONS; APPROPRIATING ADDITIONAL MONEYS TO  THE
  5        DIVISION  OF  VETERANS  SERVICES  WITHIN  THE DEPARTMENT OF SELF-GOVERNING
  6        AGENCIES FOR FISCAL YEAR 2002; AND DECLARING AN EMERGENCY FOR SECTION 3 OF
  7        THIS ACT.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION 1.  There is hereby appropriated to the Division of Veterans  Ser-
 10    vices within the Department of Self-Governing Agencies the following amount to
 11    be  expended  from  the listed funds for the period July 1, 2002, through June
 12    30, 2003:

 17    Veterans Services Endowment Income Fund                                678,300

 20        SECTION 2.  In accordance with Section 67-3519, Idaho Code,  the  Division
 21    of  Veterans  Services  is authorized no more than two hundred ninety-nine and
 22    thirty-two hundredths (299.32) full-time equivalent  positions  at  any  point
 23    during  the  period  July  1, 2002, through June 30, 2003, unless specifically
 24    authorized by the Governor. The Joint Finance-Appropriations Committee will be
 25    notified promptly of any increased positions so authorized.
                                                                        
 26        SECTION 3.  In addition to the appropriation made in  Section  1,  Chapter
 27    243,  Laws  of  2001, there is hereby appropriated $1,400,000 from the General
 28    Fund to the Division of Veterans Services within the Department  of  Self-Gov-
 29    erning Agencies for the period July 1, 2001, through June 30, 2002.
                                                                        
 30        SECTION  4.  An  emergency  existing  therefor,  which emergency is hereby
 31    declared to exist, Section 3 of this act shall be in full force and effect  on
 32    and after passage and approval.
