$9,919,300 to the State Board of Education and the Board of Regents of the
University of Idaho for Special Programs, including Forest Utilization
Research Program, Idaho Geological Survey Program, Scholarships and Grants
Program, Idaho Museum of Natural History, Idaho Small Business Development
Centers, and the Idaho Council on Economic Education for fiscal year 2003;
limits the number of full-time equivalent positions to 24.99;
reappropriates unexpended and unencumbered balances; and provides
legislative intent regarding moneys appropriated for Category B of the
Idaho Promise Scholarship Program.

1 AN ACT
2 APPROPRIATING MONEYS FOR SPECIAL PROGRAMS FOR FISCAL YEAR 2003; LIMITING THE
3 NUMBER OF FULL-TIME EQUIVALENT POSITIONS; REAPPROPRIATING ANY UNEXPENDED
4 AND UNENCUMBERED GENERAL FUND BALANCES FOR THE DESIGNATED PROGRAMS; AND
5 PROVIDING LEGISLATIVE INTENT REGARDING MONEYS APPROPRIATED FOR CATEGORY B
6 OF THE IDAHO PROMISE SCHOLARSHIP PROGRAM.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated to the Board of Regents of the
9 University of Idaho and the State Board of Education for Special Programs the
10 following amounts to be expended for the designated programs according to the
11 designated expense classes from the listed funds for the period July 1, 2002,
12 through June 30, 2003:

42 SECTION 2. In accordance with Section 67-3519, Idaho Code, there is

1 hereby authorized no more than twenty-four and ninety-nine hundredths (24.99)
2 full-time equivalent positions at any point during the period July 1, 2002,
3 through June 30, 2003, for the Forest Utilization Research Program, Idaho Geo-
4 logical Survey Program and the Idaho Museum of Natural History as specified in
5 Section 1 of this act, unless specifically authorized by the Governor. The
6 Joint Finance-Appropriations Committee will be notified promptly of any
7 increased positions so authorized.
8 SECTION 3. There is hereby reappropriated to the Board of Regents of the
9 University of Idaho and to the State Board of Education for the Scholarships
10 and Grants Program, and the unexpended and unencumbered balance of any non-
11 General Fund appropriation made to the Scholarships and Grants Program under
12 Section 1, Chapter 311, Laws of 2001, to be used for nonrecurring expendi-
13 tures for the period July 1, 2002, through June 30, 2003.
14 SECTION 4. It is the intent of the Legislature that the moneys appropri-
15 ated for Category B of the Idaho Promise Scholarship Program may only be used
16 for qualifying Category B students entering a postsecondary institution for
17 the first time for the 2001-2002 academic year or subsequent academic years
18 after completion of high school or its equivalent, pursuant to Sections
19 33-4303 through 33-4313, Idaho Code.

This is the FY 2003 appropriation for the Special Programs under the State Board of Education. The seven Special Programs are the Forest Utilization Research Program and the Idaho Geological Survey at the University of Idaho, the Scholarships & Grants Program administered by the Office of the State Board of Education, the Idaho Museum of Natural History at Idaho State University, the Idaho Small Business Development Centers, TechHelp and the Idaho Council for Economic Education at Boise State University.
