|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 39 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND URGING THE JOINT FINANCE AND APPROPRI- 3 ATIONS COMMITTEE TO ALLOCATE MONEYS FROM THE IDAHO MILLENNIUM INCOME FUND 4 TO BE SPENT FIRST ON PROGRAMS AND PURPOSES CONSISTENT WITH A COMPREHENSIVE 5 TOBACCO PREVENTION AND CONTROL PROGRAM UNTIL SUCH PROGRAMS MEET THE MINI- 6 MUM FUNDING REQUIREMENTS RECOMMENDED BY THE CENTER FOR DISEASE CONTROL, 7 AND THEREAFTER AT THE DISCRETION OF THE LEGISLATURE. 8 Be It Resolved by the Legislature of the State of Idaho: 9 WHEREAS, the Idaho Millennium Fund was created in the state treasury by 10 Section 67-1801, Idaho Code, to consist of all moneys distributed to the state 11 pursuant to the Master Settlement Agreement entered into between tobacco prod- 12 uct manufacturers and various states, including Idaho; and 13 WHEREAS, the Idaho Millennium Income Fund was established in Section 14 67-1802, Idaho Code, to consist of distributions from the Idaho Millennium 15 Fund and such moneys that may be provided by legislative appropriations; and 16 WHEREAS, the tax and Medicaid burden of tobacco usage in Idaho on the 17 state of Idaho and on its citizens exceeds 200 million dollars annually; and 18 WHEREAS, the Joint Millennium Legislative Committee meeting on November 14 19 and 15, 2001, reviewed valuable information presented by the Coalition of 20 Healthy Idaho (CHI) as to the best practices recommended by the Center for 21 Disease Control and Prevention (CDC) for establishing and funding a comprehen- 22 sive tobacco prevention and control program; and 23 WHEREAS, the nine components of a comprehensive tobacco prevention and 24 control program recommended by CHI and the CDC are: (1) community programs to 25 reduce tobacco consumption; (2) chronic tobacco-related disease programs; (3) 26 school programs; (4) enforcement; (5) statewide programs; (6) cessation pro- 27 grams; (7) counter marketing; (8) surveillance and evaluation; and (9) admin- 28 istrative and management. 29 WHEREAS, CHI and the CDC recommend that the state of Idaho spend not less 30 than 11.2 million dollars but not more than 24 million dollars annually on a 31 comprehensive tobacco prevention and control program. 32 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 33 sion of the Fifty-sixth Idaho Legislature, the House of Representatives and 34 the Senate concurring therein, that the Joint Finance and Appropriations Com- 35 mittee of the House and Senate restrict and allocate moneys from the Idaho 36 Millennium Income Fund to support only those programs, proposals or activities 37 which qualify under one of the nine components of a comprehensive tobacco pre- 38 vention and control program, until such time as the minimum CDC funding recom- 39 mendations are met.
STATEMENT OF PURPOSE RS 11574 This resolution recommendS that the Millennium Income Fund monies first be allocated to programs that are part of a comprehensive tobacco prevention and control pogram, before they are allocated to other programs. The nine components and costs of a comprehensive tobacco prevention and control program for Idaho have been established by the National Center for Disease Control. FISCAL IMPACT This resolution will not directly affect then general fund.
