|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 53 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND MAKING RECOMMENDATIONS ENCOURAGING 3 INDIVIDUALS AND LOCAL UNITS OF GOVERNMENT TO RECOMMEND CHANGES OF NAMES OF 4 PLACES AND GEOGRAPHIC AREAS THAT ARE DEEMED OFFENSIVE TO THE STATE HISTOR- 5 ICAL SOCIETY TO BE CONSIDERED AND FORWARDED TO THE UNITED STATES BOARD ON 6 GEOGRAPHIC NAMES. 7 Be It Resolved by the Legislature of the State of Idaho: 8 WHEREAS, Section 19, Article III, of the Constitution of the State of 9 Idaho prohibits the Legislature from passing local or special laws changing 10 the names of persons or places; and 11 WHEREAS, the state of Idaho encourages tolerance and understanding between 12 all of its citizens; and 13 WHEREAS, there are certain names of places and geographic areas in Idaho 14 that may be offensive to all or some segments of Idaho's population; and 15 WHEREAS, it is appropriate for the State Legislature to encourage the 16 eventual renaming of offensive geographic place names in the state of Idaho by 17 encouraging individuals and local units of government to identify and achieve 18 consensus as to geographical place names in the state of Idaho with offensive 19 names. 20 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 21 sion of the Fifty-sixth Idaho Legislature, the House of Representatives and 22 the Senate concurring therein, that we encourage individuals and local units 23 of government to recommend those geographical place names in the state that 24 are deemed offensive to the State Historical Society, who will adopt proce- 25 dures to consider these recommendations for changes of names of places and 26 geographic areas that individuals or local units of government deem offensive, 27 taking into consideration such concerns as fiscal impact and whether there is 28 consensus with other individuals or local units of government, and forward the 29 names of places deemed offensive to the United States Board on Geographic 30 Names.
STATEMENT OF PURPOSE RS 11850C3 This resolution sets forth the process in the State of Idaho for renaming geographic site names. It encourages individuals and local units of government to identify names of places and geographic areas that are offensive and submit to the Idaho Historical Society recommendations to rename those places. The Idaho Historical Society is the authorized agency to identify and rename such places. The Idaho Historical Society shall convey their recommendations to the United States Board of Geographic Names for recommended name site changes.
