1 AN ACT
2 APPROPRIATING MONEYS TO THE IDAHO STATE LOTTERY FOR FISCAL YEAR 2003; LIMITING
3 THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; EXPRESSING LEGISLATIVE
4 INTENT TO CLARIFY THE SCOPE OF THE APPROPRIATION; APPROPRIATING FISCAL
5 YEAR 2002 DIVIDENDS TO FINANCE A STUDY ON THE EFFECTS OF CASINO GAMBLING
6 IN IDAHO; AND DECLARING AN EMERGENCY FOR SECTION 4 OF THIS ACT.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated to the Idaho State Lottery in
9 the Department of Self-Governing Agencies the following amounts, to be
10 expended for administrative costs according to the designated expense classes
11 from the listed fund for the period July 1, 2002, through June 30, 2003:
12 FOR:
13 Personnel Costs $ 2,341,100
14 Operating Expenditures 8,011,700
15 Capital Outlay 167,300
16 TOTAL $10,520,100

18 State Lottery Fund $10,520,100
19 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
20 State Lottery is authorized no more than forty-seven (47) full-time equivalent
21 positions at any point during the period July 1, 2002, through June 30, 2003,
22 unless specifically authorized by the Governor. The Joint Finance-
23 Appropriations Committee will be notified promptly of any increased positions
24 so authorized.
25 SECTION 3. It is legislative intent that amounts necessary to pay prizes,
26 retailer commissions, advertising and promotional costs shall be continuously
27 appropriated to the Idaho State Lottery under the provisions of Section
28 67-7428, Idaho Code.
29 SECTION 4. A one (1) time allotment of sixty thousand dollars ($60,000)
30 of the lottery's fiscal year 2002 dividends shall be allocated and used by the
31 Legislative Office of Performance Evaluations to finance a study on the
32 effects of casino gambling in Idaho.
33 SECTION 5. An emergency existing therefor, which emergency is hereby
34 declared to exist, Section 4 of this act shall be in full force and effect on
35 and after passage and approval.
