Deaf and the Blind for fiscal year 2003; limits the number of full-time

  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR THE IDAHO SCHOOL FOR THE DEAF AND THE BLIND FOR  FIS-
  3        CAL  YEAR 2003; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; RE-
  4        APPROPRIATING CERTAIN UNEXPENDED AND UNENCUMBERED BALANCES; AND  AUTHORIZ-
  5        ING FUND DEPOSITS.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  There  is hereby appropriated to the State Board of Education
  8    for the Idaho School for the Deaf and the Blind the following amounts,  to  be
  9    expended  from  the listed funds for the period July 1, 2002, through June 30,
 10    2003:

 17        SECTION 2.  In accordance with Section  67-3519,  Idaho  Code,  the  Idaho
 18    School  for  the  Deaf  and  the  Blind is authorized no more than one hundred
 19    twenty-one and fifty-two hundredths (121.52) full-time equivalent positions at
 20    any point during the period July 1, 2002, through June 30, 2003,  unless  spe-
 21    cifically authorized by the Governor. The Joint Finance-Appropriations Commit-
 22    tee will be notified promptly of any increased positions so authorized.
                                                                        
 23        SECTION 3.  There is hereby reappropriated to the State Board of Education
 24    for  the  Idaho School for the Deaf and the Blind, the unexpended and unencum-
 25    bered balance of any funds, except the General  Fund  moneys  appropriated  by
 26    Section 1, Chapter 266, Laws of 2001, to be used for nonrecurring expenditures
 27    only for the period July 1, 2002, through June 30, 2003.
                                                                        
 28        SECTION  4.  The  Idaho  School for the Deaf and the Blind may deposit any
 29    funds appropriated by Section 1, Chapter 266, Laws of 2001, in any contingency
 30    reserve fund that may be provided by law.

The FY 2003 appropriation for the Idaho School for the Deaf and the Blind includes a 3.5% General Fund base reduction. Their funding provided under Personnel Cost Rollups for cost increases to the state employee medical insurance program. Replacement Items include funding for items that may be purchased with non-General Fund moneys. Non-Standard Adjustments include several minor adjustments in interagency billings. There is also an annualization that provides the full-year’s cost of a position that was authorized to begin part way through FY 2002.

The one enhancement funded was inserted by JFAC to offset a portion of the base reduction. It provides spending authority for the school to utilize two dedicated funds where there is cash available to sustain the appropriation. This budget includes lump sum spending authority, carryover for non-General Fund moneys, and allows the school to deposit unspent funds into a contingency reserve, as created by SB 1414.
