|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 553 BY HEALTH AND WELFARE COMMITTEE 1 AN ACT 2 RELATING TO HEALTH CARE IN RURAL, MEDICALLY UNDERSERVED AREAS; AMENDING SEC- 3 TION 39-5903, IDAHO CODE, TO FURTHER DEFINE TERMS; AND AMENDING SECTION 4 39-5909, IDAHO CODE, TO REVISE THE GRANT AWARD SCHEDULE. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 39-5903, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 39-5903. DEFINITIONS. As used in this chapter: 9 (1) "Applicant" means an entity submitting documents required by the 10 rural health care access program for the purpose of requesting a grant from 11 the rural health care access fund. 12 (2) "Application period" means the time period from January 15 toMay13 April 15 prior to the state fiscal year for which funding is requested. 14 (3) "Approval" means written notification that the application will be 15 awarded funding through the rural health care access fund. 16 (4) "Board" means the rural health care access program review board. 17 (5) "Department" means the department of health and welfare. 18 (6) "Director" means the director of the department of health and wel- 19 fare. 20 (7) "Grant period" means the time immediately following the application 21 period from July 1 through June 30 (state fiscal year) for which funding is 22 granted. 23 (8) "Nurse practitioner" means a health care provider licensed pursuant 24 to chapter 14, title 54, Idaho Code. 25 (9) "Oral health care provider" means a dentist or dental hygienist 26 licensed pursuant to chapter 9, title 54, Idaho Code. 27 (10) "Physician assistant" means a health care provider licensed pursuant 28 to chapter 18, title 54, Idaho Code. 29 (101) "Primary care" means the provision of professional comprehensive 30 health services, including oral health care services, that includes health 31 education and disease prevention, initial assessment of health problems, 32 treatment of acute care and chronic health problems, and the overall manage- 33 ment of an individual's or family's health care services as provided by an 34 Idaho licensed internist, obstetrician, gynecologist, pediatrician, family 35 practitioner, general practitioner, dentist, dental hygienist, nurse practi- 36 tioner or physician assistant. It provides the initial contact for health ser- 37 vices and referral for secondary and tertiary care. 38 (112) "Primary care health professional shortage area" means a geographic 39 area or population group which the U.S. secretary of health and human services 40 has determined is underserved by primary care health professional(s). 41 (123) "Medically underserved area" means a geographic area which the U.S. 42 secretary of health and human services has determined is underserved by pri- 43 mary care health professional(s). 2 1 (134) "Rural health care access grant" means a grant awarded pursuant to 2 this chapter. 3 (145) "Rural health care access program" means the program that adminis- 4 ters the rural health care access fund. 5 SECTION 2. That Section 39-5909, Idaho Code, be, and the same is hereby 6 amended to read as follows: 7 39-5909. GRANT AWARD SCHEDULE. The board shall conduct the grant process 8 in accordance with the following schedule: 9 (1) The rural health care access director will generate, and make avail- 10 able, a list of areas eligible for potential grant assistance no later than 11 November 15 prior to the application period. 12 (2) The rural health care access director shall develop an application 13 form and make guidance available no later than January 15 which shall initiate 14 the application period prior to the grant period. 15 (3) The completed application shall be submitted no later thanMayApril 16 15 of the application period. 17 (4) The board shall issue notification to every applicant regarding the 18 disposition of their grant request by June715 prior to the grant period. 19 (5) Funds for approved grants shall be disbursed during July of that 20 grant period or over the course of the current grant year as funds become 21 available.
STATEMENT OF PURPOSE RS11814 The purpose of this legislation is to expand the Rural Health Care Access Grant Program to include oral health care providers.
