  1                                        AN ACT
  2    RELATING TO ELECTRICAL CONTRACTORS AND JOURNEYMEN; AMENDING  SECTION  54-1007,
  3        IDAHO  CODE,  TO  CLARIFY  THE  REQUIREMENTS  OF AN APPRENTICE ELECTRICIAN
  4        BEFORE HE MAY APPLY TO TAKE THE JOURNEYMAN'S EXAMINATION  AND  TO  SPECIFY
  5        REQUIREMENTS FOR MASTER ELECTRICIAN THAT THE ELECTRICAL BOARD SHALL ESTAB-
  6        LISH IN ITS RULES FOR EXAMINATION AND LICENSING OF MASTER ELECTRICIANS.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  That  Section 54-1007, Idaho Code, be, and the same is hereby
  9    amended to read as follows:
                                                                        
 10        54-1007.  ISSUANCE OF LICENSES -- RECIPROCITY. (1) The administrator shall
 11    issue licenses to such persons as have by examination shown themselves  to  be
 12    fit, competent and qualified to engage in the trade of journeyman electrician,
 13    specialty electrician or master electrician, and to such persons, firms, part-
 14    nerships,  associations  or  corporations  as have shown themselves to be fit,
 15    competent and qualified to engage in the business of electrical contracting or
 16    specialty electrical contracting. Any person who has worked  as  a  journeyman
 17    electrician,  or as an apprentice electrician, as herein defined, for a period
 18    of not less than four (4) years, shall be considered as qualified to apply for
 19    a journeyman electrician's license in this state. An  apprentice  electrician,
 20    as  herein  defined,  may apply to take the journeyman's examination if he has
 21    completed the required  related  instruction  for  electrical  apprentices  as
 22    approved by the Idaho state board for professional-technical education and has
 23    worked  the  number of hours as prescribed by the Idaho electrical board, pro-
 24    vided that for each such year he is claiming to have worked as  an  apprentice
 25    electrician,  the  apprentice  shall have been registered with the division of
 26    building safety as an apprentice, paid an  apprentice  registration  fee,  and
 27    submitted with his annual application for apprentice registration verification
 28    of  employment,  the number of instructional hours completed and the number of
 29    hours worked. The electrical board may, by rule, fix the apprentice  registra-
 30    tion fee, in an amount not to exceed the costs of issuing apprentice registra-
 31    tion certificates and enforcing the apprentice registration provisions of this
 32    act,  and  may  also  by rule establish requirements relative to the manner of
 33    verification of employment, the number of instructional  hours  completed  and
 34    the  number  of  hours  worked. Before such experience as an apprentice may be
 35    considered as qualifying the apprentice to take the journeyman's  examination,
 36    the  apprentice  must also complete the required related instruction for elec-
 37    trical apprentices as approved by the  Idaho  state  board  for  professional-
 38    technical  education.  Any person who has worked in this state for a period of
 39    not less than two (2) years and who has worked the number  of  hours  as  pre-
 40    scribed  by  rule of the board as a journeyman electrician shall be considered
 41    as qualified to apply for a master electrician's license in  this  state.  The
 42    Idaho  electrical board, in establishing by rule the requirements for a master
 43    electrician's license, shall also take into account  the  applicant's  perfor-

  1    mance as a journeyman electrician.
  2        (2)  To  the  extent  that other states which provide for the licensing of
  3    electricians provide for similar action, the administrator, on the recommenda-
  4    tion of the  Idaho  electrical  board,  may  grant  licenses  to  electricians
  5    licensed  by  such other states, upon payment by the applicant of the required
  6    fee and upon furnishing proof to the board that the applicant  has  qualifica-
  7    tions at least equal to those provided herein for applicants for written exam-
  8    inations.  Applicants  who qualify for a license under this subsection are not
  9    required to take a written examination.

  1                               AMENDMENTS TO SECTION 1
  2        On page 1 of the printed bill, delete lines 16  through  20   and  insert:
  3    "specialty  electrical  contracting. Any person who has worked as a journeyman
  4    electrician or as an apprentice electrician, as herein defined, for  a  period
  5    of not less than four (4) years, shall be considered as qualified to apply for
  6    a journeyman electrician's license in this state
  7        (2)  An   apprentice   electrician,   as  herein  defined,  may  take  the
  8    journeyman's examination if he has";
  9    and delete line 38 and insert: "technical education.
 10        (3)  Any person who has worked in this state for a period of".
 11        On page 2, following line 1, insert:
 12        "(4)  Any person with out-of-state experience who has worked as a journey-
 13    man electrician or as an apprentice electrician,  as  herein  defined,  for  a
 14    period  of  four  (4) years, and who has met such other requirements as estab-
 15    lished by rule of the board, shall be considered as qualified to apply  for  a
 16    journeyman electrician's license in this state.";
 17    and in line 2, delete "(2)" and insert: "(25)".
                                                                        
 18                                 CORRECTIONS TO TITLE
 19        On  page 1, in line 4, delete "APPLY TO"; and also in line 4, delete "AND"
 20    and insert: ","; and in line 6, following "ELECTRICIANS" insert: "AND TO CLAR-
 21    IFY RECIPROCITY PROVISIONS FOR THE JOURNEYMAN AND THE  APPRENTICE  ELECTRICIAN
 22    WITH OUT-OF-STATE EXPERIENCE".

  9    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 10        SECTION 1.  That Section 54-1007, Idaho Code, be, and the same  is  hereby
 11    amended to read as follows:
                                                                        
 12        54-1007.  ISSUANCE OF LICENSES -- RECIPROCITY. (1) The administrator shall
 13    issue  licenses  to such persons as have by examination shown themselves to be
 14    fit, competent and qualified to engage in the trade of journeyman electrician,
 15    specialty electrician or master electrician, and to such persons, firms, part-
 16    nerships, associations or corporations as have shown  themselves  to  be  fit,
 17    competent and qualified to engage in the business of electrical contracting or
 18    specialty  electrical  contracting.  Any person who has worked as a journeyman
 19    electrician or as an apprentice electrician, as herein defined, for  a  period
 20    of not less than four (4) years, shall be considered as qualified to apply for
 21    a journeyman electrician's license in this state
 22        (2)  An   apprentice   electrician,   as  herein  defined,  may  take  the
 23    journeyman's examination if he has completed the required related  instruction
 24    for   electrical  apprentices  as  approved  by  the  Idaho  state  board  for
 25    professional-technical education and has worked the number of  hours  as  pre-
 26    scribed  by the Idaho electrical board, provided that for each such year he is
 27    claiming to have worked as an apprentice  electrician,  the  apprentice  shall
 28    have  been  registered  with the division of building safety as an apprentice,
 29    paid an apprentice registration fee, and submitted with his annual application
 30    for apprentice registration verification of employment, the number of instruc-
 31    tional hours completed and the number of hours worked.  The  electrical  board
 32    may,  by rule, fix the apprentice registration fee, in an amount not to exceed
 33    the costs of issuing apprentice registration certificates  and  enforcing  the
 34    apprentice registration provisions of this act, and may also by rule establish
 35    requirements  relative to the manner of verification of employment, the number
 36    of instructional hours completed and the number of hours worked.  Before  such
 37    experience  as an apprentice may be considered as qualifying the apprentice to
 38    take the journeyman's examination,  the  apprentice  must  also  complete  the
 39    required  related  instruction  for  electrical apprentices as approved by the
 40    Idaho state board for professional-technical education.
 41        (3)  Any person who has worked in this state for a period of not less than
 42    two (2) years and who has worked the number of hours as prescribed by rule  of
 43    the  board  as  a  journeyman  electrician shall be considered as qualified to

  1    apply for a master electrician's license in this state. The  Idaho  electrical
  2    board,  in  establishing  by  rule the requirements for a master electrician's
  3    license, shall also take into account the applicant's performance as  a  jour-
  4    neyman electrician.
  5        (4)  Any  person with out-of-state experience who has worked as a journey-
  6    man electrician or as an apprentice electrician,  as  herein  defined,  for  a
  7    period  of  four  (4) years, and who has met such other requirements as estab-
  8    lished by rule of the board, shall be considered as qualified to apply  for  a
  9    journeyman electrician's license in this state.
 10        (25)  To  the  extent that other states which provide for the licensing of
 11    electricians provide for similar action, the administrator, on the recommenda-
 12    tion of the  Idaho  electrical  board,  may  grant  licenses  to  electricians
 13    licensed  by  such other states, upon payment by the applicant of the required
 14    fee and upon furnishing proof to the board that the applicant  has  qualifica-

Statement of Purpose / Fiscal Impact


                     STATEMENT OF PURPOSE
                         RS 11863

This legislation deletes the requirement for an apprentice to wait 
until 4 years have elapsed to apply for a journeyman license. An 
apprentice may apply after proof of completion of the prescribed 
education training, (144 hours classroom training per year for 4 
years, and at least 2000 hours of on the job training each year for 
four years.)




The change in master electrician license allows the board to 
 consider past license performance prior to issue of a master 
electrician license.
