|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 52 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 AUTHORIZING THE DEPARTMENT OF ADMINISTRATION TO ENTER INTO AGREEMENTS WITH THE 3 IDAHO STATE BUILDING AUTHORITY TO FINANCE THE REMODEL OF AND CONSTRUCTION 4 OF AN ADDITION TO THE ADA COUNTY COURTHOUSE. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the state of Idaho has acquired the real property and improve- 7 ments located at 514 W. Jefferson, Boise, Idaho; and 8 WHEREAS, a recently completed Capitol Mall Master Plan indicates that 9 existing office space is being fully utilized and in order to accommodate cur- 10 rent and future space needs of the Legislature, Judiciary and other state 11 agencies, an additional facility is needed; and 12 WHEREAS, a legislative task force has analyzed the various options avail- 13 able for this property and has recommended an approach that would save and 14 remodel a portion of the existing structure for historical reasons, and pro- 15 vide a significant addition to the existing structure for functional purposes; 16 and 17 WHEREAS, the Department of Administration is charged with the management 18 of multiagency office space constructed through the Idaho State Building 19 Authority and is directed to operate any property acquired for the Capitol 20 Mall. 21 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 22 sion of the Fifty-sixth Idaho Legislature, the House of Representatives and 23 the Senate concurring therein, that the Legislature hereby authorizes and pro- 24 vides approval for the Department of Administration to enter into an agreement 25 or agreements with the Idaho State Building Authority, under such terms and 26 conditions as may be reasonable and necessary, to provide for the remodel of, 27 and construction of an addition to, the Ada County Courthouse. 28 BE IT FURTHER RESOLVED that the Capitol Commission shall adjust the time- 29 table of the Capitol renovation project as necessary to allow the remodeled 30 and expanded facility authorized herein to be available for occupancy during 31 the time occupants of the Capitol Building are required to relocate. 32 BE IT FURTHER RESOLVED that the legislative department shall determine the 33 use and allocation of space on the first and second floors of the recon- 34 structed office building at 514 W. Jefferson, Boise, Idaho, and that the 35 design and configuration of such interior space on the first and second floors 36 shall be developed in cooperation with, and subject to, the approval of the 37 President Pro Tempore of the Senate and the Speaker of the House of Represen- 38 tatives or their designee(s). 39 BE IT FURTHER RESOLVED that this resolution constitutes authorization 40 required by the provisions of Section 67-6410, Idaho Code.
STATEMENT OF PURPOSE RS 11878 This concurrent resolution provides authorization to the Department of Administration to enter into agreements, as may be necessary, with the Idaho State Building Authority to finance the remodel, and construction of an addition to, the office building at 514 W. Jefferson, Boise, Idaho (the site of the old Ada County Courthouse). The remodeled/expanded building would be used to house Legislative offices and Committee rooms and other agencies of state government as determined by the Department of Administration. FISCAL IMPACT This concurrent resolution would create minimal fiscal impact to the State. An existing bond issue for which the state is currently appropriating $1.1 million in permanent building fund monies will be paid up in September of 2002 (School for the Deaf and Blind). The appropriation made to fund that payment would simply be continued for the facility authorized in this resolution. Total estimated project costs are approximately $17 million. Based on estimated project costs and current interest rates, a 25-year bond issue would require annual lease payments of approximately $1.2 million. The first annual lease payment would commence after construction is complete, in the spring of 2004. This resolution would also save the state significant rent and multiple moving costs (up to $3.5 million in General Funds) by aligning the timetables of the Capitol Commission project and this project.
