HIGHWAY CONSTRUCTION - FEDERAL AID - Stating findings of the Legislature
and urging the Congress of the United States to enact legislation setting
the level of obligations for federal aid highway and highway safety
construction programs for fiscal year 2003 at not less than $8.6 billion
above the level set in the proposed fiscal year 2003 federal budget, in
order to continue the full benefit of transportation investments at fiscal
year 2002 levels and avoid job losses.

BY REVENUE AND TAXATION COMMITTEE

2 TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS
3 ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
4 IDAHO IN THE CONGRESS OF THE UNITED STATES.
5 We, your Memorialists, the House of Representatives and the Senate of the
6 State of Idaho assembled in the Second Regular Session of the Fifty-sixth
7 Idaho Legislature, do hereby respectfully represent that:
8 WHEREAS, federal highway program annual funding levels for the states are
9 tied to estimates of the Highway Trust Fund (HTF) receipts made at the time of
10 enactment of the Transportation Equity Act for the 21st Century (TEA-21) in
11 1998, and the funding levels are adjusted each year to reflect the actual
12 receipts into the HTF in previous years and projected revenues in future
13 years; and
14 WHEREAS, the annual calculation of the adjustment to funding levels is
15 known as Revenue Aligned Budget Authority (RABA); and
16 WHEREAS, during the three-year period of fiscal year 2000 through fiscal
17 year 2002, the states received an additional $9.0 billion in highway funding
18 through RABA, creating the expectation among the public and in the transporta-
19 tion industry that these higher levels of funding and highway project con-
20 struction would be maintained; and
21 WHEREAS, for fiscal year 2003 the RABA calculation will reduce the highway
22 program funding levels by $8.6 billion below the fiscal year 2002 levels, and
23 reduce Idaho's federal highway program funds by over $50 million from fiscal
24 year 2002 levels, a reduction of nearly thirty percent from the previous year;
25 and
26 WHEREAS, a reduction in highway funding of this magnitude in fiscal year
27 2003 will have a large impact on the economy of the nation and on each of the
28 states, resulting in an estimated loss of 361,000 jobs nationwide, and of over
29 2,100 jobs in Idaho; and
30 WHEREAS, there is currently a $20 billion surplus in the HTF which can be
31 used to make up for this loss in highway funding in fiscal year 2003.
32 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
33 sion of the Fifty-sixth Idaho Legislature, the House of Representatives and
34 the Senate concurring therein, that we hereby respectfully urge the Congress
35 of the United States to enact legislation setting the level of obligations for
36 federal-aid highway and highway safety construction programs for fiscal year
37 2003 at not less than $8.6 billion above the level set in the proposed fiscal
38 year 2003 federal budget in order to continue the full benefit of transporta-
39 tion investments at fiscal year 2002 levels and avoid job losses.
40 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa-
41 tives be, and she is hereby authorized and directed to forward a copy of this
42 Memorial to the President of the Senate and the Speaker of the House of Repre-
43 sentatives of Congress, and the congressional delegation representing the
44 State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE

A memorial to Congress asking Congress to set the level of
obligations for FY03 Federal-Aid Highway and Highway Safety
Construction programs at not less than $8.6 billion above the level
set in the proposed FY03 federal budget.
FISCAL IMPACT
Without this action by Congress, the anticipated deficit could
be $51.1 million in FY03 down from FY02 for the Idaho Transportation
Department and local highway jurisdictions.
