CHILDREN'S HEALTH INSURANCE PROGRAM - Amends Section 14, Chapter 368, Laws
of 2001, to remove the limitation upon expenditures by the Department of
Health and Welfare for the purposes of outreach efforts in the Children's
Health Insurance Program.

SENATE BILL NO. 1305
1 AN ACT
2 RELATING TO APPROPRIATIONS FOR FISCAL YEAR 2002 TO THE DEPARTMENT OF HEALTH
3 AND WELFARE FOR MEDICAL ASSISTANCE; AMENDING SECTION 14, CHAPTER 368, LAWS
4 OF 2001, TO PROVIDE AN EXEMPTION FOR THE CHILDREN'S HEALTH INSURANCE PRO-
5 GRAM; AND DECLARING AN EMERGENCY.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. That Section 14, Chapter 368, Laws of 2001, be, and the same
8 is hereby amended to read as follows:
9 SECTION 14. It is the intent of the Idaho Legislature that the Department
10 of Health and Welfare conduct its outreach efforts in all programs to the min-
11 imum level allowed by federal law, except that outreach efforts related to the
12 Title XXI Children's Health Insurance Program, as provided in Section 5 of
13 this act, shall be exempt from this intent.
14 SECTION 2. An emergency existing therefor, which emergency is hereby
15 declared to exist, this act shall be in full force and effect on and after its
16 passage and approval.
STATEMENT OF PURPOSE
The purpose of this legislation is to amend Section 14, Chapter 368, Laws of
2001 to provide an exemption for the Childrens Health Insurance Program.
There is no impact to the General Fund or any local government. All funds are from
Federal Government and have been diverted to other programs
