APPROPRIATIONS - LABOR DEPARTMENT - Appropriating $7,000,000 or a lesser
amount as may become available from the funds made available to the
Department of Labor pursuant to Section 903 of the federal Social Security
Act, as amended (Reed Act), for the payment of expenses incurred for the

  1                                        AN ACT
  2    APPROPRIATING SEVEN MILLION DOLLARS OR A LESSER AMOUNT AS MAY BECOME AVAILABLE
  3        TO THE DEPARTMENT OF LABOR OF THE STATE OF IDAHO PURSUANT TO  SECTION  903
  4        OF  THE FEDERAL SOCIAL SECURITY ACT, AS AMENDED, FOR EXPENSES INCURRED FOR
  5        THE ADMINISTRATION OF THE UNEMPLOYMENT INSURANCE  AND  EMPLOYMENT  SERVICE
  6        PROGRAMS  AND PROVIDING THAT NO PORTION OF THESE FUNDS MAY BE USED FOR THE
  7        PURCHASE OR CONSTRUCTION OF OFFICE BUILDINGS; AND PROVIDING THAT  NO  PART
  8        OF  THE  MONEY APPROPRIATED SHALL BE OBLIGATED AFTER THE EXPIRATION OF THE
  9        TWO YEAR PERIOD BEGINNING WITH THE FIRST DAY OF JULY 2002.
                                                                        
 10    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 11        SECTION 1.  There is hereby appropriated out of the funds  made  available
 12    to  the  Department of Labor of the State of Idaho, pursuant to Section 903 of
 13    the federal Social Security Act, as amended, the sum of $7,000,000 or a lesser
 14    amount as may become available as this state's share of funds allocated  under
 15    the  provisions of Section 903 of the federal Social Security Act, as amended,
 16    for the payment of expenses incurred for the administration of  the  Unemploy-
 17    ment  Insurance and the Employment Service Programs, as authorized by and sub-
 18    ject to the  limitations  of  Section  72-1346(4),  Idaho  Code,  and  Section
 19    72-1348(3), Idaho Code. No portion of these funds may be used for the purchase
 20    or construction of office buildings.
                                                                        
 21        SECTION 2.  No part of the money appropriated shall be obligated after the
 22    expiration of the two year period beginning with the first day of July 2002.

Statement of Purpose / Fiscal Impact


                 STATEMENT OF PURPOSE/FISCAL NOTE
		          RS 11856

It is the purpose of this legislation to focus on the impact 
that acquisition of land by the Fish and Game Department has 
on counties in Idaho that are already 50% or more in public land 
ownership.

	The bill would require the Fish and Game Commission to 
issue a finding that clearly ties land acquisition to the Fish & 
Game mission plus clear direction from county commissions as to 
whether they support further additions of land in their county to 
the public land ownership base. The bill also strikes the power of 
condemnation.

                       FISCAL IMPACT

There is no fiscal impact to the general fund.
