2 RELATING TO READING ASSESSMENTS; AMENDING SECTION 33-1616, IDAHO CODE, TO
3 DEFINE THE STUDENTS WHO SHALL BE INCLUDED IN CALCULATIONS RELATING TO
4 READING ASSESSMENT.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 33-1616, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 33-1616. EVALUATIONS AND INTERVENTIONS. Reports shall be submitted by the
9 school districts in such a manner that it is possible to determine for each
10 school building in each school district the percentage of students who are
11 achieving at or above the appropriate grade level on the reading assessment.
12 In order to maintain the commitment made by the legislature to reading excel-
13 lence, the statewide goal for reading achievement for spring 2004 shall be not
14 less than fifty-five percent (55%) at or above grade level for kindergarten
15 and not less than sixty percent (60%) at or above grade level for first grade;
16 the goal for spring 2005 shall be not less than fifty-five percent (55%) at or
17 above grade level for kindergarten, not less than sixty-five percent (65%) at
18 or above grade level for first grade, and not less than seventy percent (70%)
19 at or above grade level for second grade; the goal for spring 2006 shall be
20 not less than sixty percent (60%) at or above grade level for kindergarten,
21 not less than seventy percent (70%) at or above grade level for first grade,
22 not less than eighty percent (80%) at or above grade level for second grade
23 and not less than eighty-five percent (85%) at or above grade level for third
24 grade. Notwithstanding the statewide reading achievement goals provided
25 herein, an individual school building will also be deemed to have met the
26 achievement goal if the percentage reading at or above grade level is five
27 percent (5%) or more greater than the percentage for the immediately preceding
28 year fall scores. For purposes of this section, the calculations shall be
29 based on students who were enrolled ninety percent 90% of the possible total
30 days of attendance at that school between the fall and spring reading test
31 within that same school year.
32 The state department of education shall extract data from the reporting
33 forms, after the spring assessment period, and specifically identify those
34 schools whose average reading scores for any grade level have not met the
35 targeted level by the specified date. The department shall prepare a list of
36 these schools and the grade or grades not attaining the achievement goal. This
37 list shall be made available for the public, shall be published in the next
38 issue of the state publication of the department and may be made available on
39 the internet following the spring assessment. In addition, each school so
40 identified shall be notified by the department that should the school experi-
41 ence a similar shortfall in the next ensuing year, a school intervention pro-
42 gram may be initiated. The state department of education shall provide for an
43 intervention program which will consist of at least, but not limited to, a

1 site visit by designated personnel from schools that have achieved the state
2 standard and may include others who are familiar with reading achievement. The
3 intervention team shall make recommendations to the district on means for
4 improvement in order to meet and exceed the state's reading goals.

The purpose of this legislation is to clarify which students’
test scores are to be included when determining whether or not
a school has met the prescribed reading goals.
