|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE SENATE SENATE BILL NO. 1462 BY STATE AFFAIRS COMMITTEE 1 AN ACT 2 RELATING TO VETERANS; AMENDING CHAPTER 2, TITLE 65, IDAHO CODE, BY THE ADDI- 3 TION OF A NEW SECTION 65-208, IDAHO CODE, TO PROVIDE LEGISLATIVE INTENT 4 AND TO CREATE THE VETERANS TRANSPORTATION FUND; AND APPROPRIATING MONEYS 5 TO THE VETERANS TRANSPORTATION FUND FOR FISCAL YEAR 2002. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. That Chapter 2, Title 65, Idaho Code, be, and the same is 8 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 9 ignated as Section 65-208, Idaho Code, and to read as follows: 10 65-208. TRANSPORTATION OF WHEELCHAIR-BOUND VETERANS -- CREATION OF VET- 11 ERANS TRANSPORTATION FUND. (1) Legislative intent. A transportation network 12 operated by volunteers provides veterans in the state of Idaho with van trans- 13 portation to and from medical appointments. Due to insurance and liability 14 issues, this network is unable to transport disabled veterans who are confined 15 to wheelchairs. As a result, wheelchair-bound veterans must hire private vans 16 with wheelchair lifts in order to obtain medical treatment. As provided in 17 this section, the veterans transportation fund is intended to financially 18 assist these disabled veterans in obtaining necessary transportation. 19 (2) Veterans transportation fund. There is hereby created and established 20 in the state treasury a fund to be known as the "veterans transportation 21 fund," which shall consist of such funds as may be appropriated for that pur- 22 pose by the legislature, grants, donations or moneys from other sources. The 23 fund shall be administered by the division of veterans services, as created in 24 section 65-201, Idaho Code, in order to provide moneys for a voucher system 25 for transportation services for wheelchair-bound veterans who need transporta- 26 tion to and from medical appointments. Moneys in the fund may be expended pur- 27 suant to appropriation. Any interest earned on the investment of idle moneys 28 in the fund shall be returned to the fund. 29 SECTION 2. There is hereby appropriated $30,000 from the General Fund to 30 the Division of Veterans Services for deposit in the Veterans Transportation 31 Fund for the period July 1, 2002, to June 30, 2003.

STATEMENT OF PURPOSE RS 12098 The intent of this legislation is to establish within the Division of Veterans Services a voucher system for transportation services for wheelchair-bound veterans.* FISCAL IMPACT The general fund appropriation for the period of July 1, 2002 to June 30, 2003 is $30,000.
