  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF ALL LAWS,  RULES,
  4        PROCEDURES  AND PRACTICES THAT HINDER THE SUCCESS OF TEACHERS AND STUDENTS
  5        FROM ACHIEVING THE ACHIEVEMENT STANDARDS.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS, the Idaho Legislature has adopted grade level standards  in  lan-
  8    guage arts, math, science, social studies and health for grades K-12; and
  9        WHEREAS,  the  State  Board  of Education has begun the process to develop
 10    assessment instruments to test students  at  all  levels  and  disciplines  to
 11    determine how well they have met the standards; and
 12        WHEREAS,  students,  teachers, schools and school districts will be judged
 13    by how well students perform on these assessment instruments; and
 14        WHEREAS, students, teachers, schools and school  districts  will  be  held
 15    accountable for student achievement of these standards; and
 16        WHEREAS,  there exist numerous laws, rules, procedures and practices which
 17    inhibit the successful achievement of the standards, and limit innovative pro-
 18    gram development by teachers and school districts.
 19        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 20    sion  of the Fifty-sixth Idaho Legislature, the Senate and the House of Repre-
 21    sentatives concurring therein, that the Legislative Council is  authorized  to
 22    appoint a committee to undertake and complete a study of all laws, rules, pro-
 23    cedures  and  practices  that  may hinder the success of teachers and students
 24    from attaining the achievement standards. The committee shall seek to identify
 25    all roadblocks and address  appropriate  changes  to  facilitate  and  promote
 26    school success. The Legislative Council shall determine the number of legisla-
 27    tors  and  membership  from  each  house  appointed to the committee and shall
 28    authorize the committee to receive input, advice and  assistance  from  inter-
 29    ested and affected parties who are not members of the legislature.
 30        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 31    appointed  by  the cochairs of the committee who are appointed by the Legisla-
 32    tive Council. Nonlegislative members of the advisory committee  shall  not  be
 33    reimbursed  from legislative funds for per diem, mileage or other expenses and
 34    shall not have voting privileges regarding the committee's recommendations  or
 35    proposed legislation.
 36        BE  IT FURTHER RESOLVED that the committee shall report its findings, rec-
 37    ommendations and proposed legislation, if any, to the First Regular Session of
 38    the Fifty-seventh Idaho Legislature.

Statement of Purpose / Fiscal Impact


                  STATEMENT OF PURPOSE
                      RS 12008

This Resolution authorizes the Legislative Council to appoint a 
Joint Committee to complete a study of all Laws, Rules, 
Procedures, and Practices with the intent that the Achievement 
Standards are a success for Idaho students. The Idaho 
Legislature has given the Board of Education and the Department 
of Education its request and funding to proceed. They have both 
responded positively and we would like to remain involved and 
report to the Fifty Seventh Idaho Legislature.

                      FISCAL IMPACT



The fiscal impact will depend on the number of meetings and their 
location and will be less than $10,000.00.
