  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF WATER RESOURCES FOR  FIS-
  3        CAL YEAR 2004; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  6    324, Laws of 2003, there is hereby appropriated to  the  Department  of  Water
  7    Resources  the  following  amount  to  be  expended for the designated program
  8    according to the designated expense class from the listed fund for the  period
  9    July 1, 2003, through June 30, 2004:
 10    ENERGY RESOURCES:
 11    FOR: Personnel Costs                                                   $41,000
 12    FROM:
 13    Miscellaneous Revenue Fund                                             $41,000
                                                                        
 14        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 15    declared to exist, this act shall be in full force and effect on and after its
 16    passage and approval.

Statement of Purpose

This is a Fiscal Year 2004 supplemental appropriation to the Department of Water Resources in the amount of $41,000 from the Miscellaneous Revenue Fund. The Energy Division manages contracted inspections of manufactured homes to insure compliance with electric and natural gas energy efficiency standards. The Division also conducts training with manufacturers, installers and sales people of these homes as well as for site built homes that participate in the Northwest Energy Efficiency Alliance (NEEA) sponsored Energy Star Homes Program. New contracts with the Northwest Energy Efficiency Alliance and subcontracts with other states provide $41,000 in personnel funding.

Fiscal Note

This legislation provides the Department of Water Resources an additional $41,000 in spending authority from the Miscellaneous Revenue Fund for fiscal year 2004. The source of funding is from a new Northwest Energy Efficiency Alliance grant. The Northwest Energy Efficiency Alliance is a non-profit group that supports programs to make affordable energy efficient products and services available to the public.
