  1                                        AN ACT
  2    RELATING TO THE BOARD OF SOCIAL  WORK  EXAMINERS;  AMENDING  SECTION  54-3203,
  3        IDAHO CODE, TO INCREASE THE BOARD MEMBERSHIP BY THE ADDITION OF A LAY MEM-
  4        BER, AND TO REVISE THE NOMINATION PROCESS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  That  Section 54-3203, Idaho Code, be, and the same is hereby
  7    amended to read as follows:
                                                                        
  8        54-3203.  STATE BOARD OF SOCIAL WORK EXAMINERS -- CREATED --  APPOINTMENTS
  9    --  TERMS.  (1)  A  state board of social work examiners is hereby created and
 10    made a part of the department of self-governing agencies. It shall be the duty
 11    of the board to administer the provisions of this chapter pursuant to the pro-
 12    visions of chapters 26 and 52, title 67, Idaho Code. The board  shall  consist
 13    of  five six (56) members, three (3) of which shall be masters social workers,
 14    and two (2) of which shall be social workers, and one (1) of which shall be  a
 15    lay  member.  Board members shall be appointed by the governor after reviewing
 16    and considering a list of three (3) nominees nominations for each position  to
 17    be  filled,  that  have  been  submitted to him. by the joint committee of the
 18    Idaho chapter of the National Association of  Social  Workers  and  the  Idaho
 19    Society  for Clinical Social Work. All terms shall be for a period of five (5)
 20    years. Whenever a vacancy occurs, the governor shall appoint a qualified  per-
 21    son to fill the vacancy for the unexpired term after reviewing and considering
 22    a  list  of  three  (3)  nominees supplied by the joint committee of the Idaho
 23    chapter of the National Association of Social Workers and  the  Idaho  Society
 24    for Clinical Social Work nominations that have been submitted to him.
 25        (2)  Each social work member of the board shall:
 26        (a)  Be a resident of this state;
 27        (b)  Be  currently licensed and in good standing to engage in the practice
 28        of social work in this state;
 29        (c)  At the time of appointment, have been actively engaged in  the  prac-
 30        tice  of  social work for at least one (1) out of the last five (5) years;
 31        and
 32        (d)  Have at least three (3) years of experience in the practice of social
 33        work.
 34        (3)  Each fiscal year, the chairmanship will rotate to the person  who  is
 35    in  the fourth year of their five (5) year term. The chairman shall preside at
 36    all meetings of the board. If this person is unable to serve, an election by a
 37    majority vote of the board shall determine the person who will serve as  chair
 38    for  that  fiscal  year. In the event the chairman is not present at any board
 39    meeting, the board may by majority vote of the members present appoint a  tem-
 40    porary  chairman.  A  majority  of the members of the board shall constitute a
 41    quorum.
 42        (4)  Each member of the board shall be compensated as provided by  section
 43    59-509(b), Idaho Code.

Statement of Purpose / Fiscal Impact


                     STATEMENT  OF  PURPOSE
                            RS 13467
Amend section 54-3203, Idaho Code, to increase the number of Board
members by one to include a lay member of the public. This proposal
responds to requests from the public to broaden representation of
the Board.







                         FISCAL  IMPACT
The impact on dedicated funds would be the travel expenses for
three board meetings a year for one board member.  This board does
not receive honorariums.
