1 AN ACT
2 RELATING TO NOTICE INVITING BIDS FOR COUNTIES; AMENDING SECTION 31-4004, IDAHO
3 CODE, TO REVISE PUBLICATION REQUIREMENTS BEFORE THE DATE FOR OPENING BIDS
4 BY A COUNTY; AND DECLARING AN EMERGENCY.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 31-4004, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 31-4004. NOTICE INVITING BIDS -- CONTENTS -- PUBLICATION. The notice
9 inviting bids shall set a date and place for the opening of bids. The first
10 publication of the notice shall be at least thirty (30) days two (2) weeks
11 before the date for opening bids. Notice shall be published at least twice,
12 not less than three (3) one (1) weeks apart, in a newspaper of general circu-
13 lation, printed and published in the county, or if there is none, it shall be
14 published in a newspaper having general circulation in the county. The notice
15 shall succinctly set forth the project to be done. The following documents
16 shall be made available by the county commissioners, free of charge, to any
17 interested bidder: bid form, bidder's instructions, contract documents with
18 general and special instructions, when appropriate, drawings and specifica-
19 tions, when appropriate.
20 SECTION 2. An emergency existing therefor, which emergency is hereby
21 declared to exist, this act shall be in full force and effect on and after its
22 passage and approval.
STATEMENT OF PURPOSE
RS 13709
This legislation relates to notice inviting bids for counties;
amending Section 31-4004, Idaho Code, to revise publication
requirements before the date for opening bids by a county; and
declaring an emergency
FISCAL IMPACT
There will be no fiscal impact on the General Fund.
