STATE TREASURER - WARRANTS - Amends existing law to provide that the State
Treasurer must pay warrants on any of the several funds in his office as
prescribed by law, provided that the State Treasurer and his employees
reserve the right to deny the cashing of warrants in the Treasurer's office
that total more than two thousand dollars; and to provide that any or all
warrants totaling more than two thousand dollars must be cashed or

  1                                        AN ACT
  2    RELATING TO THE STATE TREASURER; AMENDING SECTION 67-1211, IDAHO CODE, TO PRO-
  3        VIDE THAT THE STATE TREASURER MUST PAY WARRANTS  ON  ANY  OF  THE  SEVERAL
  4        FUNDS IN HIS OFFICE AS PRESCRIBED BY LAW PROVIDED THAT THE STATE TREASURER
  5        AND HIS EMPLOYEES RESERVE THE RIGHT TO DENY THE CASHING OF WARRANTS IN THE
  6        TREASURER'S  OFFICE  THAT TOTAL MORE THAN TWO THOUSAND DOLLARS AND TO PRO-
  7        VIDE THAT ANY OR ALL WARRANTS TOTALING MORE  THAN  TWO  THOUSAND  DOLLARS,
  8        MUST  BE CASHED OR DEPOSITED AT ANOTHER FINANCIAL INSTITUTION; AND DECLAR-
  9        ING AN EMERGENCY.
                                                                        
 10    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 11        SECTION 1.  That Section 67-1211, Idaho Code, be, and the same  is  hereby
 12    amended to read as follows:
                                                                        
 13        67-1211.  PAYMENT  OF  WARRANTS.  The state treasurer must pay warrants on
 14    any of the several funds in his office as prescribed by law, provided that the
 15    state treasurer and his employees reserve the right to  deny  the  cashing  of
 16    warrants  in  the treasurer's office that total more than two thousand dollars
 17    ($2,000). Any  or  all  warrants  totaling  more  than  two  thousand  dollars
 18    ($2,000), must be cashed or deposited at another financial institution.
                                                                        
 19        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 20    declared to exist, this act shall be in full force and effect on and after its
 21    passage and approval.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE
                             RS 13856
The primary purpose of this bill is to limit the dollar volume of
warrants that are cashed in the physical location of the
Treasurer's Office and to encourage the public to deposit
warrants at a financial institution.   This will help to lower
the risk to the State Treasurer's Office of attempted fraudulent
activity in the form of income tax evasion and counterfeit
warrants.
                          FISCAL IMPACT
There is no fiscal impact to the State of Idaho General Fund.
