  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  AGRICULTURE  FOR  FISCAL
  3        YEAR  2005  FOR  AGRICULTURAL FIELD BURNING AND AGRICULTURAL SMOKE MANAGE-
  4        MENT.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  In addition to the appropriation made in Section  1  of  House
  7    Bill  No.  763,  as enacted by the Second Regular Session of the Fifty-seventh
  8    Idaho Legislature, there is hereby appropriated to the Department of  Agricul-
  9    ture  the following amount to be expended for the designated program for agri-
 10    cultural field burning and agricultural smoke management according to the des-
 11    ignated expense classes from the listed fund for  the  period  July  1,  2004,
 12    through June 30, 2005:

Statement of Purpose

The Department of Agriculture administers a program in the ten
northern counties to coordinate agricultural field burning with
atmospheric conditions to minimize the impact of field burning on
air quality. This legislation provides additional FY 2005 spending
authority to the Department of Agriculture from the Agricultural Smoke
Management Fund in the amount of $60,000. This bill acts as a trailer
bill to H776 which increased the fees paid by growers from $1 to $2 per
acre of cropland to be burned in the ten northern counties.

Fiscal Note

Provides spending authority in the amount of $35,000 in personnel
costs for temporary seasonal employees and $25,000 in operating
expenditures for meteorological, communications, and travel costs.
The funding source is the dedicated Agricultural Smoke Management Fund
created in section 22-4804, Idaho Code.
