  1                               A CONCURRENT RESOLUTION
  2    PROVIDING FOR THE ADOPTION OF A NEW JOINT RULE 21 OF THE JOINT  RULES  OF  THE
  3        SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF IDAHO.
                                                                        
  4    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  5        WHEREAS, the House of Representatives and the Senate deem it necessary and
  6    advisable  to  adopt  a  new Joint Rule providing special conditions governing
  7    certain bills.
  8        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
  9    sion  of the Fifty-seventh Idaho Legislature, the House of Representatives and
 10    the Senate concurring therein, that the Joint Rules  of  the  Senate  and  the
 11    House  of  Representatives  be  amended by the addition thereto of a new Joint
 12    Rule 21 to read as follows:
 13                                    JOINT RULE 21
 14        Certain Appropriation Bills.--Any bill  which  originates  in  the  Senate
 15    Finance  Committee  or  the House Appropriations Committee, which appropriates
 16    moneys and which also contains in the body of the bill  an  amendment  to  the
 17    statutes  of  the state of Idaho, shall not become law except with the concur-
 18    rence of a two-thirds majority of the membership of each  house  and  after  a
 19    public hearing has been conducted.

                       STATEMENT OF PURPOSE
                             RS 13720
This legislation would require that any bill which originates in
the Senate Finance Committee or the House Appropriations
Committee, which appropriates moneys and which also contains in
the body of the bill an amendment to the statutes of the State of
Idaho, shall not become law except with the concurrence of a two-
thirds majority of the membership of each house and after a
public hearing has been conducted.
                          FISCAL IMPACT
There is no fiscal impact to the General Fund.
