]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 45 BY TRANSPORTATION AND DEFENSE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND URGING SUPPORT OF THE IDAHO EMPLOYER 3 SUPPORT OF THE GUARD AND RESERVE. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, Americans understand and deeply appreciate the strategic and mil- 6 itary value of our National Guard and Reserve which comprise approximately 7 forty-six percent of our total available military manpower; and 8 WHEREAS, since September 11, 2001, more than 309,000 National Guard and 9 Reserve personnel have been mobilized for the war on terrorism, some for one 10 to two years; and 11 WHEREAS, Idaho National Guard and Reserve personnel work for public agen- 12 cies and private businesses; and 13 WHEREAS, public and private employers of America's National Guard and 14 Reserve members have become inextricably linked to a strong national defense; 15 and 16 WHEREAS, the United States Department of Defense chartered the National 17 Committee for Employer Support of the Guard and Reserve (ESGR) in 1972 to pro- 18 mote both public and private employer understanding of the National Guard and 19 Reserve in order to gain employer and community support through programs and 20 personnel policies and practices that encourage employee and citizen partici- 21 pation in National Guard and Reserve programs; and 22 WHEREAS, today, nearly 4,500 volunteer executives, senior government rep- 23 resentatives, educators, and military personnel serve on local ESGR committees 24 and conduct employer support programs, including Bosslifts, Briefings with the 25 Boss, Mission One, Ombudsmen Services, and recognition of employers whose pol- 26 icies support or encourage participation in the National Guard and Reserve; 27 and 28 WHEREAS, the Idaho Employer Support of the Guard and Reserve promotes the 29 development of a positive relationship between employers and those employees 30 who serve in the guard and reserve, and serves as a resource for information 31 related to the United States Department of Labor's Uniformed Services Employ- 32 ment and Reemployment Rights Act. 33 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 34 sion of the Fifty-seventh Idaho Legislature, the House of Representatives and 35 the Senate concurring therein, that we urge renewed and continuing support of 36 the Idaho Employer Support of the Guard and Reserve.
STATEMENT OF PURPOSE RS 14076 This legislation expresses support and encouragement for Idaho National Guard and Reserve personnel and the public agencies and private businesses they work for by recognizing the efforts of the Idaho Employer Support of the Guard and Reserve.
