]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 13 BY TRAIL 1 A JOINT MEMORIAL 2 TO THE HONORABLE PRESIDENT OF THE UNITED STATES, THE SENATE AND HOUSE OF REP- 3 RESENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CON- 4 GRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF 5 THE UNITED STATES. 6 We, your Memorialists, the House of Representatives and the Senate of the 7 State of Idaho assembled in the Second Regular Session of the Fifty-seventh 8 Idaho Legislature, do hereby respectfully represent that: 9 WHEREAS, increasingly, we have been made aware of the prevalence of child 10 slavery in areas throughout the world; and 11 WHEREAS, while estimates are necessarily uncertain due to the hidden 12 nature of the practice, the most recent findings reveal a tragedy of far 13 greater magnitude than was earlier suspected; and 14 WHEREAS, some 211 million children between the ages of 5 and 14 are work- 15 ing in developing countries, which includes children engaged in activities 16 ranging from part-time work on family farms to children enslaved in hazardous 17 and forced labor; and 18 WHEREAS, in the category of children engaged in the worst forms of child 19 labor, it is estimated that 1,200,000 were trafficked, 5,700,000 were in 20 forced and bonded labor, 300,000 were engaged in armed conflict, 1,800,000 21 were involved in prostitution and pornography, and 600,000 were involved in 22 other illicit activities such as drug trafficking; and 23 WHEREAS, an additional 170,000,000 children were engaged in hazardous work 24 which constituted a danger to their life or health; and 25 WHEREAS, in addition to the significant moral and ethical issues surround- 26 ing such use and abuse of children, the losses to society due to failure to 27 educate and nourish these children and employ their talents in positive and 28 productive contributions are profound; and 29 WHEREAS, Idahoans, as responsible citizens of the world, cannot fail to 30 voice strong opposition and abhorrence of all practices which violate the 31 rights of children. 32 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 33 sion of the Fifty-seventh Idaho Legislature, the House of Representatives and 34 the Senate concurring therein, that we urge the President of the United States 35 and the Congress of the United States to take action in every appropriate 36 forum to address the tyranny of child slavery. In world organizations in 37 which the United States is a participant as well as through American busi- 38 nesses which operate internationally, every opportunity should be exercised to 39 alleviate conditions which are unhealthy, illegal and immoral to assure a 40 future of fulfillment for the children of the world. 41 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 42 tives be, and she is hereby authorized and directed to forward a copy of this 43 Memorial to the President of the United States, the President of the Senate 44 and the Speaker of the House of Representatives of Congress, and the congres- 2 1 sional delegation representing the State of Idaho in the Congress of the 2 United States.
STATEMENT OF PURPOSE RS 13744 This Memorial is to convey a message to the Honorable President of the United States, the Senate and House of Representatives of the United States Congress, and to the Congressional Delegation representing the State of Idaho in the Congress of the United States of the prevalence of child slavery in areas throughout the world. Through this Memorial we urge the President of the United States and the Congress of the United States to take action in every appropriate forum to address the tyranny of child slavery. In world organizations in which the United States is a participant as well as through American businesses which operate internationally, every opportunity should be exercised to alleviate conditions which are unhealthy, illegal and immoral to assure a future of fulfillment for the children of the world.
