  2    TO THE PRESIDENT OF THE UNITED STATES, TO THE SENATE AND HOUSE OF  REPRESENTA-
  3        TIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL
  4        DELEGATION  REPRESENTING  THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED
  5        STATES.
                                                                        
  6        We, your Memorialists, the House of Representatives and the Senate of  the
  7    State  of  Idaho  assembled in the Second Regular Session of the Fifty-seventh
  8    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  9        WHEREAS, the Idaho National Engineering and  Environmental  Laboratory  is
 10    the  largest  employer in Eastern Idaho and one of the largest in the state of
 11    Idaho; and
 12        WHEREAS, the Idaho National Engineering and Environmental  Laboratory  has
 13    provided  support  to  our nation's security, by manufacturing tank armor that
 14    protects our troops, testing materials for the nuclear  Navy  to  make  better
 15    warships,  developing instrumentation that allows our law enforcement agencies
 16    and the military to detect chemical or radiological hazards safely, and devel-
 17    oping instruments and processes that help us maintain and protect our critical
 18    infrastructure such as information, communications  and  information  systems;
 19    and
 20        WHEREAS,  the  Idaho  National Engineering and Environmental Laboratory is
 21    the United States Department of Energy's leader in the development of  nuclear
 22    energy,  particularly  in the next generation of nuclear reactors that will be
 23    cleaner, safer, more efficient and more proliferation resistant; and
 24        WHEREAS, the Idaho National Engineering and Environmental  Laboratory  and
 25    Argonne  National  Laboratory-West  will  be  joined in 2005 to form the Idaho
 26    National Laboratory, which the United States Department of Energy  intends  to
 27    develop  into  the  preeminent nuclear research, development and demonstration
 28    lab within ten years and the Idaho National  Laboratory  will  also  establish
 29    itself as a center for national security technology development and demonstra-
 30    tion; and
 31        WHEREAS,  the Idaho National Laboratory will foster new government, indus-
 32    try, academic and international collaborations to produce the investment, pro-
 33    grams and expertise to assure this vision is realized; and
 34        WHEREAS, the Idaho National Laboratory will  offer  new  opportunities  to
 35    Idaho  small  business  and  industry,  universities and communities to become
 36    involved in developing this world class laboratory.
 37        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 38    sion  of the Fifty-seventh Idaho Legislature, the House of Representatives and
 39    the Senate concurring therein, that we request the President and  Congress  to
 40    vigorously  support  and expand the Idaho National Laboratory as it develops a
 41    world class, multiprogram laboratory that  attracts  and  retains  exceptional
 42    scientific, technical and business talent to accomplish its programs.
 43        BE  IT  FURTHER  RESOLVED that the Chief Clerk of the House of Representa-
 44    tives be, and she is hereby authorized and directed to forward a copy of  this

  1    Memorial  to  the President of the United States, the  President of the Senate
  2    and the Speaker of the House of Representatives of Congress, and the  congres-
  3    sional  delegation  representing  the  State  of  Idaho in the Congress of the
  4    United States.

The purpose of this House Joint Memorial is to request the
President of the United States, the U.S. Senate and House of
Representatives and Idaho's Congressional delegation to
vigorously support and expand the Idaho National Laboratory as it
develops a world class multiprogram laboratory.
