]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 24 BY WAYS AND MEANS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE SECRETARY OF THE UNITED STATES DEPARTMENT OF THE INTERIOR, THE COMMIS- 3 SIONER OF THE BUREAU OF RECLAMATION, THE UNITED STATES ARMY CORPS OF ENGI- 4 NEERS, THE GOVERNOR OF THE STATE OF IDAHO, THE MEMBERS OF THE IDAHO WATER 5 RESOURCE BOARD, THE DIRECTOR OF THE IDAHO DEPARTMENT OF WATER RESOURCES, 6 AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE 7 CONGRESS OF THE UNITED STATES. 8 We, your Memorialists, the House of Representatives and the Senate of the 9 State of Idaho assembled in the Second Regular Session of the Fifty-seventh 10 Idaho Legislature, do hereby respectfully represent that: 11 WHEREAS, the Secretary of the United States Department of the Interior's 12 "Water 2025" Initiative has appropriately recognized the need to identify 13 solutions for water supply problems at the state and local level, in order to 14 avoid conflicts like those that have occurred in the Klamath Basin and the Rio 15 Grande Basin in recent years; and 16 WHEREAS, Idaho is an arid state and is in the midst of a prolonged 17 drought; and 18 WHEREAS, Idaho is a rapidly growing state, with emerging water supply 19 needs for municipalities, urban development, industries and commercial enter- 20 prises, as well as continued agricultural demands; and 21 WHEREAS, additional water supplies are desired to help address conjunctive 22 administration issues involving the legal and hydrologic relationship between 23 surface and ground water needs; and 24 WHEREAS, listings of fish and other aquatic species under the Endangered 25 Species Act, lawsuits, and other demands for water continue to perplex our 26 state. 27 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 28 sion of the Fifty-seventh Idaho Legislature, the House of Representatives and 29 the Senate concurring therein, that we support the identification and develop- 30 ment of additional water supply enhancement projects including, but not lim- 31 ited to, on-stream and off-stream storage, increased capacity at existing 32 storage facilities, ground water storage, recharge of aquifer supplies and 33 pressurized irrigation systems. 34 BE IT FURTHER RESOLVED that we encourage the Bureau of Reclamation, the 35 United States Army Corps of Engineers, the Idaho Water Resource Board, the 36 Idaho Department of Water Resources, and other federal and state agencies to 37 cooperate with the citizens of the state of Idaho in identifying and develop- 38 ing such water supply projects as are necessary to address the growing needs 39 and demands of the state. 40 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 41 tives be, and she is hereby authorized and directed to forward a copy of this 42 Memorial to the Secretary of the United States Department of the Interior, the 43 Commissioner of the Bureau of Reclamation, the United States Army Corps of 44 Engineers, the Governor of the State of Idaho, the members of the Idaho Water 2 1 Resource Board, the director of the Idaho Department of Water Resources, and 2 the congressional delegation representing the State of Idaho in the Congress 3 of the United States.
STATEMENT OF PURPOSE RS 14180 This joint memorial recognizes the need for additional water supplies to meet the emerging needs of our rapidly growing state. The joint memorial also encourages federal and state agencies to cooperate with citizens of the State of Idaho in identifying and developing such water supply projects. Water is needed for municipalities, urban development, industries and commercial enterprises, as well as continued agricultural demands, conjunctive administration issues involving the legal and hydrologic relationship between surface and ground water needs, and demands for more water for fish and other aquatic species under the Endangered Species Act, including recent lawsuits filed by several conservation and fishing groups.
