View Statement of Purpose / Fiscal Impact

SPAIN - Stating findings of the Legislature and extending our sincerest
and deepest condolences to the people and government of Spain for the loss
of life in the terrorist events of March 11, 2004, in Madrid, Spain, and
joining in condemning terrorist acts wherever and whenever they are
perpetrated.

IN THE HOUSE OF REPRESENTATIVES
HOUSE JOINT MEMORIAL NO. 26
BY WAYS AND MEANS COMMITTEE
1 A JOINT MEMORIAL
2 TO THE PEOPLE AND THE GOVERNMENT OF SPAIN.
3 We, your Memorialists, the House of Representatives and the Senate of the
4 State of Idaho assembled in the Second Regular Session of the Fifty-seventh
5 Idaho Legislature, do hereby respectfully represent that:
6 WHEREAS, the citizens of the state of Idaho, many direct descendants of
7 Spanish and Basque immigrants, have a particularly close connection to Spain;
8 and
9 WHEREAS, on March 11, 2004, a series of bombs was detonated in Madrid,
10 Spain, on four commuter trains; and
11 WHEREAS, the attack of March 11, a terrorist attack of the most heinous
12 nature, killed hundreds of innocent men, women and children, and injured thou-
13 sands more; and
14 WHEREAS, Idaho citizens and people throughout the world have reacted to
15 this outrage with shock, horror and outrage; and
16 WHEREAS, on behalf of the people of Idaho, it is appropriate for the Leg-
17 islature of Idaho to extend our sincerest and deepest condolences to the peo-
18 ple and the government of Spain.
19 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
20 sion of the Fifty-seventh Idaho Legislature, the House of Representatives and
21 the Senate concurring therein, that we extend to the people and the government
22 of Spain our sincerest and deepest condolences. We know of the great outrage
23 and pain which these events have visited upon the people of Spain and upon the
24 world community. We join citizens of goodwill and positive intent throughout
25 the world in condemning terrorist acts wherever and whenever they are perpe-
26 trated.
27 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa-
28 tives be, and she is hereby authorized and directed to forward a copy of this
29 Memorial to the Spanish Embassy.

The terrorist attacks in Spain on March 11, 2004, have once again
alerted the world about the dangers all civilized democracies now
face. This memorial condemns these acts and sends our condolences
to the people and government of Spain.
