                         BY LOCAL GOVERNMENT AND TAXATION COMMITTEE
                                                                        
  1                                        AN ACT
  2    RELATING TO TRANSFER OF DEVELOPMENT RIGHTS; REPEALING SECTION 2, CHAPTER  363,
  3        LAWS OF 1999, REQUIRING AN ANNUAL REPORT REGARDING TRANSFER OF DEVELOPMENT
  4        RIGHTS; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  That Section 2, Chapter 363, Laws of 1999, be, and the same is
  7    hereby repealed.
                                                                        
  8        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
  9    declared to exist, this act shall be in full force and effect on and after its
 10    passage and approval.

Statement of Purpose / Fiscal Impact


                     STATEMENT OF PURPOSE
                               
                           RS 13673
                               
    The purpose of this bill is to repeal the requirement in
    Idaho Session Laws 1999 providing that the Idaho
    Association of Counties present an annual report to the
    legislature regarding the use and growth of transferable
    development rights systems in the state. The IAC has
    presented such reports to the 2000, 2001, 2002, and 2003
    legislative sessions and no significant changes have
    occurred in the rate of adoption of transferable
    development rights systems to warrant continued reporting.
    
    
    
                         FISCAL IMPACT
                               
    There is no fiscal impact to the state s general fund or
