]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004 IN THE SENATE SENATE BILL NO. 1239 BY FINANCE COMMITTEE 1 AN ACT 2 APPROPRIATING ADDITIONAL MONEYS TO THE SUPERINTENDENT OF PUBLIC 3 INSTRUCTION/STATE DEPARTMENT OF EDUCATION FOR FISCAL YEAR 2003; AUTHORIZ- 4 ING TWO ADDITIONAL FULL-TIME EQUIVALENT POSITIONS; AUTHORIZING A TRANSFER 5 OF FUNDS; AND DECLARING AN EMERGENCY. 6 Be It Enacted by the Legislature of the State of Idaho: 7 SECTION 1. In addition to the appropriation made in Section 1, Chapter 8 274, Laws of 2003, there is hereby appropriated to the Superintendent of Pub- 9 lic Instruction/State Department of Education the following amounts to be 10 expended for the designated program according to the designated expense clas- 11 ses from the listed funds for the period July 1, 2003, through June 30, 2004: 12 FOR FOR 13 PERSONNEL OPERATING 14 COSTS EXPENDITURES TOTAL 15 STATE DEPARTMENT OF EDUCATION: 16 FROM: 17 Miscellaneous Revenue Fund $120,000 $ 80,000 $ 200,000 18 Federal Grant Fund 1,000,000 1,000,000 19 TOTAL $120,000 $1,080,000 $1,200,000 20 SECTION 2. In addition to the authorization granted in Section 2, Chapter 21 274, Laws of 2003, the Superintendent of Public Instruction/State Department 22 of Education is authorized two (2) full-time equivalent positions for the 23 period July 1, 2003, through June 30, 2004. 24 SECTION 3. The provisions of Section 67-3511, Idaho Code, notwithstand- 25 ing, the Superintendent of Public Instruction/State Department of Education is 26 hereby granted the authority to transfer up to $110,000 of the moneys appro- 27 priated from the Public Instruction Fund, from operating expenditures to per- 28 sonnel costs, for the period July 1, 2003, through June 30, 2004. 29 SECTION 4. An emergency existing therefor, which emergency is hereby 30 declared to exist, this act shall be in full force and effect on and after its 31 passage and approval.
|Statement of Purpose|
This supplemental appropriation for the Superintendent of Public Instruction deals with three issues. The first provides authorization for two additional positions (Section 2) and allows the Superintendent to transfer the necessary funds from operating expenditures to personnel costs to pay for the positions (Section 3). These two positions formerly worked in the Idaho’s MOST program, which was paid for by an Albertson Foundation grant, under the auspices of the State Board of Education. The positions, which will be paid from funds generated by teacher certification fees, will continue to perform similar duties to that which they performed under the board.
The second issue deals with providing $200,000 under Miscellaneous Revenue to enable the agency to complete the final phase of the High Performance Schools project. The purpose of the project is to study high performing schools throughout Idaho to try and determine what kinds of programs and practices tend to lead to success. In light of the achievement goals that the Legislature and State Board have established for K-12 education in Idaho, the project has put particular focus on which schools have been especially successful in implementing Achievement Standards in their schools. The project is funded by a grant from the Albertson Foundation.
The third issue provides the agency with an increase in its federal funds spending authority. These funds are available, and the approval of this increase will enable the agency to meet the costs that are attributable to the federal area through the end of the current fiscal year.
This legislation appropriates an additional $1 million in federal funds and $200,000 in dedicated funds for FY 2004. There is no General Fund impact.
