That Section 33-1004A, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 33-1004A. EXPERIENCE AND EDUCATION MULTIPLIER. Instructional staff whose initial 37 certificate is an occupational specialist certificate shall be treated as BA 38 degree prepared instructional staff. Credits earned by such occupational spe- 39 cialist instructional staff after initial certification shall be credited 40 toward the education factor. 41In determining the statewide average multiplier for instructional staff,2 1no multiplier in excess of 1.58513 shall be used. If the actual statewide2average multiplier for instructional staff, as determined by this section,3exceeds 1.58513, then each school district's instructional staff multiplier4shall be multiplied by the result of 1.58513 divided by the actual statewide5average multiplier for instructional staff.6In determining the statewide average multiplier for administrative staff,7no multiplier in excess of 1.86643 shall be used. If the actual statewide8average multiplier for administrative staff, as determined by this section,9exceeds 1.86643, then each school district's administrative staff multiplier10shall be multiplied by the result of 1.86643 divided by the actual statewide11average multiplier for administrative staff.
STATEMENT OF PURPOSE RS 13654 This legislation would remove the cap from the experience and education index that is used in the salary-based apportionment formula for distributing state money to public schools. The formula was the product of years of effort and consensus agreement in 1995 to provide a better and fairer method of allocating state funds. Even without the cap, schools would not receive funds for all of the teachers they employ. Schools use local property tax funds, tax override money and state discretionary funding to employ 500 teachers and 550 other staff who are not covered by the formula. With recent state appropriations more schools are going to override levies. Fifty two districts enrolling a majority of Idaho public school students have overrides in place and the override total increased from $62 to $66 million in 2003. FISCAL IMPACT Based on current statute, it would cost $5.5 million in additional general funds to provide for salary-based apportionment for schools for FY 2005 if the caps are removed. However, JFAC approved a FY2005 Public School appropriation that funds $2.2 million of the $5.5 million as a result of increasing the instructional index to recognize and fund additional education of instructional staff.
