Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE
                             RS 13677
The proposed legislation allows the Department of Environmental
Quality (DEQ) to use a portion of the interest revenues from
wastewater (CWSRF) and drinking water (DWSRF) loans for operating
the programs.

Currently, the programs are funded by 4% of the annual federal
contributions (approximately $13.8 million per year). This level
of federal contribution is expected to decrease and will not
provide sufficient resources for DEQ to manage the programs as
the total funds managed have increased to over $150 million. This
funding mechanism will allow the programs to be self supporting.

                    FISCAL IMPACT

There is no fiscal impact to the general fund.

A reduction in the SRF funds available for future loans would be
in the amount of the funds used to administer the program.

DEQ envisions no increased cost to borrowers. The current "at or
below" market interest rate will continue.
