  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE DIVISION OF BUILDING SAFETY FOR FISCAL YEAR  2005;
  3        LIMITING  THE  NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND DIRECTING THE
  4        STATE CONTROLLER TO MAKE A TRANSFER OF FUNDS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby  appropriated  to  the  Division  of  Building
  7    Safety  in  the Department of Self-Governing Agencies the following amounts to
  8    be expended for the designated programs according to  the  designated  expense
  9    classes  from  the  listed funds for the period July 1, 2004, through June 30,
 10    2005:

 30        SECTION 2.  In accordance with Section 67-3519, Idaho Code,  the  Division
 31    of  Building Safety in the Department of Self-Governing Agencies is authorized
 32    no more than one hundred thirty-two and one-tenth (132.1) full-time equivalent
 33    positions at any point during the period July 1, 2004, through June 30,  2005,
 34    for  the  programs  specified  in  Section  1 of this act, unless specifically
 35    authorized by the Governor. The Joint Finance-Appropriations Committee will be
 36    notified promptly of any increased positions so authorized.
                                                                        
 37        SECTION 3.  The State Controller is hereby directed to transfer on July 1,
 38    2004, or as soon thereafter as is  practicable,  $877,100  from  the  Plumbing
 39    Board Fund to the Heating, Ventilation and Air Conditioning Board Fund.
