]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-seventh Legislature Second Regular Session - 2004IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 125 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND REQUESTING AN ASSESSMENT OF THE IDAHO 3 STANDARD ACHIEVEMENT TEST BY THE OFFICE OF PERFORMANCE EVALUATIONS. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, it is the responsibility of the Legislature of the State of Idaho 6 to establish education policy and to assure that the implementation of policy 7 is in the best interests of the citizens of the state of Idaho; and 8 WHEREAS, adoption and implementation of the Idaho Standard Achievement 9 Test (ISAT) is imminent and will profoundly affect the educational system of 10 Idaho and each individual student enrolled in school in Idaho; and 11 WHEREAS, the Legislature has established the Office of Performance Evalua- 12 tions, under direction of a bipartisan oversight committee, to conduct reviews 13 with thoroughness and impartiality; and 14 WHEREAS, it is appropriate that the Legislature call upon the resources of 15 the Office of Performance Evaluations to conduct an assessment of the ISAT 16 prior to its implementation. 17 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 18 sion of the Fifty-seventh Idaho Legislature, the Senate and the House of Rep- 19 resentatives concurring therein, that the Office of Performance Evaluations 20 shall conduct an assessment of the Idaho Standard Achievement Test. In com- 21 pleting the study, the Office of Performance Evaluations shall retain not less 22 than three nationally recognized testing experts. Criteria used in the 23 assessment shall include whether the test is appropriately aligned to Idaho 24 standards, whether the test is reliable, and whether the test is valid. The 25 Office of Performance Evaluations shall undertake this study as expeditiously 26 as possible and, under direction of the Joint Legislative Oversight Committee, 27 report its findings to the Legislature.
STATEMENT OF PURPOSE RS 14011 A concurrent resolution stating findings of the Legislature and requesting an assessment of the Idaho Standard Achievement Test by the Office of Performance Evaluations. FISCAL IMPACT The estimated cost of this assessment is approximately $250,000. It is believed this assessment will save us millions in future litigation.
