2 TO THE PRESIDENT OF THE UNITED STATES, GEORGE W. BUSH, TO THE SENATE AND HOUSE
3 OF REPRESENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE
4 CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS
5 OF THE UNITED STATES.
6 We, your Memorialists, the Senate and the House of Representatives of the
7 State of Idaho assembled in the Second Regular Session of the Fifty-seventh
8 Idaho Legislature, do hereby respectfully represent that:
9 WHEREAS, it has been determined by the Department of Defense and the Con-
10 gress of the United States that reductions will occur in the size of the mili-
11 tary forces of the United States; and
12 WHEREAS, these force reductions will result in the elimination and consol-
13 idation of military bases throughout the United States; and
14 WHEREAS, maximizing the security of the United States with a downsized
15 military establishment will necessitate utilizing the most cost-effective and
16 versatile bases; and
17 WHEREAS, Mountain Home Air Force Base has been demonstrated to be a highly
18 cost-effective and versatile base, with costs of operation among the lowest in
19 the nation; and
20 WHEREAS, the state of Idaho has worked closely with the United States Air
21 Force in order to significantly increase the size and capabilities of the
22 training range used by Mountain Home Air Force Base, demonstrating the commit-
23 ment of the state of Idaho to the United States Air Force and the strategic
24 defense of the United States of America.
25 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
26 sion of the Fifty-seventh Idaho Legislature, the Senate and the House of Rep-
27 resentatives concurring therein, that the Congress of the United States should
28 give strong consideration to both increasing the current mission and adding
29 additional missions to Mountain Home Air Force Base.
30 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is
31 hereby authorized and directed to forward a copy of this Memorial to President
32 George W. Bush, to the President of the Senate and the Speaker of the House of
33 Representatives of Congress, and the congressional delegation representing the
34 State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE
RS 13899
The purpose of this Senate Joint Memorial is to notify the President
of the United States, the United States Senate and House of
Representatives and Idaho s congressional delegation that the Legislature
of the State of Idaho considers Mountain Home Air Force Base to be an
extremely important component of the strategic military defense of the
United States of America. The U. S. Department of Defense is currently
studying the missions and performance characteristics of all military bases
in the United States and will be recommending the closure of certain bases,
or the reduction of the missions conducted at some of the bases. The memorial
urges that the U. S. Department of Defense and the Congress of the United
States give strong consideration to retaining, and even increasing or
expanding, the current mission of Mountain Home Air Force Base.
FISCAL IMPACT
Adoption of this memorial will have no fiscal impact on the general fund.
The closure - or reduction in the mission - of Mountain Home Air Force
Base, however, would have a serious adverse economic impact on the City
of Mountain Home, Elmore County, the treasure valley, and indeed the entire
state of Idaho.
