  1                                        AN ACT
  2    RELATING TO CONDUCT OF ELECTIONS; AMENDING  SECTION  34-303,  IDAHO  CODE,  TO
  3        AUTHORIZE  APPOINTMENT  OF  STUDENTS  TO  ELECTION BOARDS UNDER CONDITIONS
  4        SPECIFIED.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  That Section 34-303, Idaho Code, be, and the  same  is  hereby
  7    amended to read as follows:
                                                                        
  8        34-303.  APPOINTMENT  OF ELECTION JUDGES BY COUNTY CLERK. The county clerk
  9    shall appoint two (2) or more election judges, one (1) of whom shall be desig-
 10    nated chief judge, and the number of clerks deemed necessary by him  for  each
 11    polling  place.  In the event a single polling place is designated for two (2)
 12    or more precincts, an individual may  serve  simultaneously  on  the  election
 13    board for two (2) or more precincts thus served by a single polling place. The
 14    precinct  committeemen  shall  recommend  persons  for  the  position in their
 15    respective precincts to the county clerk in writing at  least  ten  (10)  days
 16    prior  to the date on which any appointment shall be made and the county clerk
 17    shall appoint the judges from such lists if the persons recommended are quali-
 18    fied.
 19        The chief election judge shall be responsible for the conduct of the  pro-
 20    ceedings  in  the polling place. Compensation for all election personnel shall
 21    be determined by the board of county commissioners, and not less than the min-
 22    imum wage as prescribed by the laws of the state of Idaho.
 23        Each election board shall  contain  personnel  representing  all  existing
 24    political  parties  if  a  list  of applicants has been provided to the county
 25    clerk by the precinct committeemen of the precincts at least sixty  (60)  days
 26    prior to the primary election.
 27        In  order  to provide for a greater awareness of the election process, the
 28    rights and responsibilities of voters and the importance of  participating  in
 29    the  electoral  process,  as well as to provide additional members of precinct
 30    boards, a county clerk may appoint not more than two (2) students per precinct
 31    to serve under the direct supervision of election board members designated  by
 32    the  county  clerk. A student may be appointed, notwithstanding lack of eligi-
 33    bility to vote, if the student possesses the following qualifications:
 34        (1)  Is at least seventeen (17) years of age at the time of  the  election
 35    for which he or she is serving as a member of an election board.
 36        (2)  Is a citizen of the United States.

                      STATEMENT OF PURPOSE

This legislation will help increase the awareness of the
election process with high school seniors by involving up to
two (2) seventeen (17) year olds as poll workers. It will also

                           FISCAL IMPACT
    
This legislation will have no impact on the state general fund
