This bill authorizes additional spending authority of $80,000 in Inmate Labor Receipts to add capacity at the Idaho Correctional Center (privately-operated prison). These funds are ongoing and will be available in FY 2005 to offset General Fund contract adjustments.

This bill also repeals the section of the FY 2004 Original Appropriation (HB464) that provided $1 million in the case that the offender population in prison grew larger than the budget could provide for based upon the original forecast (488 inmates) offset by increased community services. The population growth has remained below the revised forecast of 247 new inmates for FY 2004.
