BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING MONEYS TO THE SOIL CONSERVATION COMMISSION FOR FISCAL YEAR 2005;
3 AND LIMITING THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS.
4 Be It Enacted by the Legislature of the State of Idaho:
5 SECTION 1. There is hereby appropriated to the Soil Conservation Commis-
6 sion in the Department of Agriculture the following amounts to be expended
7 according to the designated expense classes from the listed funds for the
8 period July 1, 2004, through June 30, 2005:

25 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Soil Con-
26 servation Commission is authorized no more than twenty-one (21) full-time
27 equivalent positions at any point during the period July 1, 2004, through June
28 30, 2005, for the program specified in Section 1 of this act, unless specifi-
29 cally authorized by the Governor. The Joint Finance-Appropriations Committee
30 will be notified promptly of any increased positions so authorized.

This is the fiscal year 2004 appropriation to the Soil Conservation Commission in the amount of $4,435,200 of which $3,807,900 is from the General Fund, $130,600 is from dedicated funds and $496,700 is from federal funds. The bill places a cap the number of full-time equivalent positions at 21.

The budget contains a base adjustment which moves $187,500 in General Fund support from trustee and benefit payments to operating expenditures. This change will allow the commission better oversight and fiscal accountability by allowing for technical assistance contracts with the Association of Soil Conservation Districts instead of individual districts. The total funding for technical assistance remains unchanged.
