BY APPROPRIATIONS COMMITTEE
1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF SELF-GOVERNING AGENCIES
3 FOR THE REGULATORY BOARDS FOR FISCAL YEAR 2005; APPROPRIATING ADDITIONAL
4 MONEYS TO THE DEPARTMENT OF SELF-GOVERNING AGENCIES FOR THE REGULATORY
5 BOARDS FOR FISCAL YEAR 2004; AUTHORIZING ADDITIONAL FULL-TIME EQUIVALENT
6 POSITIONS FOR FISCAL YEAR 2005; AUTHORIZING ADDITIONAL FULL-TIME EQUIVA-
7 LENT POSITIONS FOR FISCAL YEAR 2004; AND DECLARING AN EMERGENCY FOR SEC-
8 TIONS 2 AND 4 OF THIS ACT.
9 Be It Enacted by the Legislature of the State of Idaho:
10 SECTION 1. In addition to the appropriation made in Section 3, House Bill
11 No. 762, as enacted by the Second Regular Session of the Fifty-seventh Idaho
12 Legislature, there is hereby appropriated to the Department of Self-Governing
13 Agencies, for the Regulatory Boards, the following amounts to be expended for
14 the designated program according to the designated expense classes from the
15 listed fund for the period July 1, 2004, through June 30, 2005:
16 I. BUREAU OF OCCUPATIONAL LICENSES:
17 FOR:
18 Personnel Costs $ 60,000
19 Operating Expenditures 55,000
20 TOTAL $115,000

22 State Regulatory Fund $115,000
23 SECTION 2. In addition to the appropriation made in Section 3, Chapter
24 347, Laws of 2003, there is hereby appropriated to the Department of Self-Gov-
25 erning Agencies, for the Regulatory Boards, the following amounts to be
26 expended for the designated program according to the designated expense clas-
27 ses from the listed fund for the period July 1, 2003, through June 30, 2004:
28 I. BUREAU OF OCCUPATIONAL LICENSES:

30 Personnel Costs $27,500
31 Operating Expenditures 29,000
32 Capital Outlay 4,000
33 TOTAL $60,500

36 SECTION 3. In addition to the full-time equivalent positions authorized
37 in Section 4, House Bill No. 762, as enacted by the Second Regular Session of
38 the Fifty-seventh Idaho Legislature, the Bureau of Occupational Licenses is
39 hereby authorized an additional two (2) full-time equivalent positions for the
40 period July 1, 2004, through June 30, 2005.
41 SECTION 4. In addition to the full-time equivalent positions authorized

1 in Section 4, Chapter 347, Laws of 2003, the Bureau of Occupational Licenses
2 is hereby authorized an additional two (2) full-time equivalent positions for
3 the period July 1, 2003, through June 30, 2004.
4 SECTION 5. An emergency existing therefor, which emergency is hereby
5 declared to exist, Sections 2 and 4 of this act shall be in full force and
6 effect on and after passage and approval.

This is a trailer FY 2005 Appropriation for the Bureau of Occupational
Licenses in the Department of Self-Governing Agencies in the amount of
$115,000 in dedicated fund spending authority. This bill authorizes two
(2.0) FTP. This bill also provides a FY 2004 Supplemental Appropriation
for the Bureau in the amount of $60,500 in dedicated fund spending authority.
The Supplemental provides for two (2.0) FTP for the remainder of FY 2004.
This bill is necessary to provide spending authority and staff to allow
the Bureau of Occupational Licenses to fulfill its obligations required
by SB 1279 which transferred the Drinking Water and Waste Water Operator
Licensing program from DEQ to the Bureau of Occupational Licenses.

| Fiscal Note |
This bill provides FY 2005 dedicated fund spending authority of $115,000
and 2.0 FTP. The bill also provides a FY 2004 Supplemental Appropriation
of $60,500 in dedicated fund spending authority and 2.0 FTP for the remainder
of FY 2004.
